After Jason's death, Bruce original adamantly refused to work with anyone (becoming more brutal and almost going off the deep end as a result (it was revealed that Bruce NEEDED a Robin probably more than any of them needed to be Robin)). He nearly killed the Joker immediately after only to be stopped by Superman. It was then that Tim Drake deduced Bruce's identity on his own and FORCED himself as Robin. Stephanie Brown was the daughter of a villian anyway. Damien was raised in the league of assassin's from birth and just wanted to be by his father's side (when he first came, he beat Tim to near death thinking that's what he needed to do to be worthy of the mantle (because again, raised under the league of assassin's)). He probably needed to be Robin more than anyone to learn restraint and adapt to being outside the league of assassin's. As a father, Bruce gave him the childhood he never got a chance to have (because he was raised by literal Assassin's from birth). That is to say, the Robins mostly have a cause (and arguably turn out better than if they hadn't been Robin (even Jason (if we're reading the new 52 or rebirth outlaws)). Alfred probably just didn't see himself in a position to stop Bruce from making his choices. Bruce is 200% not mentally healthy but at least raises his "children" to be better and more positive.

That’s not to say that he can be 100% mentally as Batman because as long as the version of him being Batman exists then he’s not all mentally healthy. This is a guy who opted to dress as a giant Bat and beat up criminals as a coping mechanism for the trauma he suffered as a young child whine he should have gone to counseling to sort through his grief BUT if someone actually writes Batman properly Batman can be more mentally stable/healthy which can have him have good relationships with his kids and be more compassionate and kind.
