      What you would expect from the universities in Pakistan where basic thing's are not available. It's very easy to say that local PhDs are incompetent but please spend sometime and see what kind of problems they face.

      What about quality of schooling being provided in higher educational institutions? Then what would be the output of those institutes??
      So, PhD are degree holders from HEIs of Pakistan.

    Every word is fact rather bitter reality. I was serving in PU and I exposed one of my colleague's plagiarized paper which was published by Dean Mr. Chawla at PU's HEC recognized Journal of History dept. As a result She was first promoted as professor from Assistant Professor and now she is sitting on Principal's seat and I am kicked out though I completed my PhD in exceptional time in.the field of Art and Design.
    So this is level of Vice Chancellor Dr. Niaz Akhter who knowingly all facts made her principal with that plagiarized paper. Paper is deposited in HEC's repository.

      @@aarifboy bro I voted for PTI but unfortunately you did not understand what he really meant. Universities have a lot of land and this plan of public- private partnership was a scheme to grab that land. It is reality that many people have eyes on universities land in big cities like Islamabad and Lahore. He said that he is not against the public-private partnership but strict check and balance and regulatory frameworks should be implemented. Bro its a matter of national importance and above party lines.

    Every single day we hear this.. education is very important for the progress of society but OUR EDUCATIONAL SYSTEM is flawed... It is a breathless folly to follow science alone to find reality. Without religion, man is no better than cattle.

    Thanks Dr sahib for conducting interview with Dr Tariq. Firstly I got chance to listen the person who know his work vision and really trying for the betterment in education sector. I highly appriciate Dr Tariq for his bold interview which is based on solid facts. An honest person can spoke not number two like Dr atta. Dr Tariq for us u the Chairman HEC we need people like u. So Pl fight ur case our prayers are with u. People like u should be on such positions for the future of Pakistan.

    Sir, thank you for supporting Dr. Tariq Banuri. To be honest, it didn't surprise me at all. Corruption in HEJ and other research centers, the level of PhDs, local journal fraud, and poor teaching standards, are all obvious issues.

    There is a lot more to it than meets the eye. Dr. Banuri was one of the architects of University Reform Act which started piling up already full Pandora Box he is talking about in this interview. Higher education, unfortunately, is enslaving the recipients rather than freeing them. This has become true universally, though more so in countries like ours. The 🐀 race of publications in our higher education system has contaminated the very soul of scholarship. The useless research output which Dr. Rahman boasts of has not even remotely contributed to the technological capability of our country. This interview was very important in terms of contribution made by Dr. Hoodbhoy. As always, he exposes courageously and prudently what ought to be exposed.

    So true. I have studied software engg but none of the teachers in my dept were a true software engr and most were not eveb software engrs. As per the professors, I can tell you they had not written or executed a single line of code in the past decade...

      Read this about Tariq Banuri, very inefficient person.
      The true facts what’s
      said about Tariq Banuri.
      “HEC has available more than 8,000 scholarship slots (local plus international) worth about 50 billion rupees which were blocked by Tariq Banuri causing huge damage to higher education in Pakistan.
      1) The Rs.22 billion “2000 Overseas PhD Scholarships” scheme Phase III was approved in early 2018. Scholars were to be sent for PhD level training to top 200 universities of the world. It was held back as it did not suit our “foreign masters” since it would have strengthened teaching and research in Pakistan. Only 40 scholarships could be awarded.
      2) Another important initiative launched with much fanfare was the US-Pakistan Knowledge Corridor under which Rs. 25 billion were available. The programme was approved in 2017 and 1500 Pakistani scholars were to be sent to top ranked universities in USA. Only about 100 scholarships could be awarded, a huge failure of HEC.
      3) Another important programme “
      Faculty Development Program-PhD Sudies” was approved at a cost of Rs.7 billion to award 2000 scholarships for PhD Studies in Pakistan. and to carry out research for one year in top universities abroad. Only 120 scholarships could be awarded in last 3 years.
      4) Yet another faculty training initiative, the “Postdoctoral Fellowship Programme” worth Rs. 3 billion approved in 2017 for training 1000 scholars had the same fate---- only about 40 persons could benefit from this programme so far!
      5) Another programme was approved by under the Knowledge Economy Task Force programme by the Ministry of Science and Technology. Worth Rs. 12 billion, it was approved in March 2020, to sent hundreds of scholars to top universities abroad. On the request by HEC, it was transferred from the Ministry of Science to HEC by the Planning Ministry. Again it has been blocked and not a single scholarship awarded so far. To have about Rs. 50 billion available under several schemes for training of our brightest youth and yet blocked by HEC Chairman clearly indicates a foreign agenda at work.
      Our brightest students were thus deprived of the chance of availing PhD level training at top institutions abroad. This has been criminal negligence on the part of HEC and huge damage has been caused to higher education as a result of an apparently deliberate plot to damage higher education. It needs to be investigated by national agencies and those responsible severely punished.”

    The last sigh by Hoodbhoy said it all.
    Intellectual dishonesty is much more harmful in the long term for the nation than corruption like commissions, money laundering etc.
    In the first case, one cheat others or a system which can be mended or reversed but what can you do when one is dishonest with his own self.
    This is called self delusion and when it becomes a national phenomenon, it is difficult to get out of it for centuries. After the sack of Baghdad Islamic civilization never recovered.
    The last sigh of Hoodbhoy was a sigh of resignation.
    As far as Banuri is concerned, this interview has destroyed Ata Ur Rehman reputation even if he is able to remain in the good books of IK.
    It is said that that PM IK is 'Katcha of Kan' and this seems to be a case here.
    I am surprised that Banuri was not given an opportunity to explain himself or his policies as a chief regulator of higher education..

    The main problem is teaching. I am doing bachelors in engineering from a reputed university of Pakistan but the teachers here don't know the basics of their subject. So what will be the output? 0. And the cycle will continue itself. We rely on TH-cam to pass the semester courses. Unfortunately if someone complain about the teacher then get ready for worst.

      It's deep and bitter truth of our state education system.
      Ruling elites & civil and military beruocratics has been educated abroad and shifted their families over there but no space for us ( middle ,lower class of this country).
      In this situation will state( Islamic Republic Of Pakistan) educate the people like us with standard education?
      answer would be no ,but divide and rule over them.

    A very informative and insightful talk. Dr Banuri followed the correct path and rightly went to the court. All academic institutions and authorities must follow the rules set by the regulator, otherwise what's the point of having a regulator.

    Being the student of university I endorsed Dr Buniri that the capacity of teachers in universities is zero, they have not the skill to train or incalcute the exat knowledge of what is the need of time. I have studied half of the degree but even I don't know that how to link the knowledge which I have gained from university to the current market.

    Dr. Hoodbhoy should understand that at the time of COVID-19 pandemic only established virology institute could come up with some solutions. Nations has to build the capacity in advance to fight against such pandemic. However, in response to the national emergency caused by the COVID-19 pandemic, the ICCBS (PCMD) took an initiative to work together with the government for the diagnostics of COVID-19 in Karachi and carried out more than 0.135 million Real-time PCR based tests from various districts of Karachi. The institute has also done identification and mutational analysis of SARS-CoV-2 genome in Pakistani population and also working on the identification of variant strains of SARS-CoV-2.

I would like for someone to explain to me why it's the voice of reason that is always silenced in Pakistan. Pervaze Sahib to paraphrase the poet " While kites and buzzards prey at liberty.     these are serious points, detailed investigation is required in the matter. I believe Dr atta is a man of honour, he should himself ask PM to have a judicial inquiry of these allegations. Not having detailed inquiry will leave stains on Dr. Aata whole life and particularly his research work and will severely hamper the careers of students/scholars studying in those departments,

    Dr Banuri's proposal for grants to be linked to performance, and the Government's or rather, the Bureaucracy's knee-jerk, almost alarmist reaction to it reminds me of 'Yes Minister', Dr Richard Cartwright's concept of Performance as a basis of funding for local government bodies, and the reaction of the heads of bureaucracy...

    Dr. Atta Ur Rehman to mess up with research --- he started publications MAFIA in universities. In academia, a race for publication to get promotions, just hurt the quality of our research. Every other person is PhD in Pakistan, to get a PhD was made very easy ---- which made the degree worthless. I wish we could more learned, honest and true academician like Pervez Hoodbhoy.

    Dr. Tariq Banuri did his Best in Destruction of Technology Education of PAK.
    He didn't forwarded the National Technology Council NTC Act that was lying unattended in HEC for 4 years.
    Due to his lack of interest and support for PEC, future of Technology Graduates is undecided for Decades.

      said about Tariq Banuri.
      “HEC has available more than 8,000 scholarship slots (local plus international) worth about 50 billion rupees which were blocked by Tariq Banuri causing huge damage to higher education in Pakistan.
      1) The Rs.22 billion “2000 Overseas PhD Scholarships” scheme Phase III was approved in early 2018. Scholars were to be sent for PhD level training to top 200 universities of the world. It was held back as it did not suit our “foreign masters” since it would have strengthened teaching and research in Pakistan. Only 40 scholarships could be awarded.
      2) Another important initiative launched with much fanfare was the US-Pakistan Knowledge Corridor under which Rs. 25 billion were available. The programme was approved in 2017 and 1500 Pakistani scholars were to be sent to top ranked universities in USA. Only about 100 scholarships could be awarded, a huge failure of HEC.
      3) Another important programme “
      Faculty Development Program-PhD Sudies” was approved at a cost of Rs.7 billion to award 2000 scholarships for PhD Studies in Pakistan. and to carry out research for one year in top universities abroad. Only 120 scholarships could be awarded in last 3 years.
      4) Yet another faculty training initiative, the “Postdoctoral Fellowship Programme” worth Rs. 3 billion approved in 2017 for training 1000 scholars had the same fate---- only about 40 persons could benefit from this programme so far!
      5) Another programme was approved by under the Knowledge Economy Task Force programme by the Ministry of Science and Technology. Worth Rs. 12 billion, it was approved in March 2020, to sent hundreds of scholars to top universities abroad. On the request by HEC, it was transferred from the Ministry of Science to HEC by the Planning Ministry. Again it has been blocked and not a single scholarship awarded so far. To have about Rs. 50 billion available under several schemes for training of our brightest youth and yet blocked by HEC Chairman clearly indicates a foreign agenda at work.

    What you would expect from the universities in Pakistan where basic thing's are not available. It's very easy to say that local PhDs are incompetent but please spend sometime and see what kind of problems they face. Research can only be done with full peace of mind.

    I am quite shocked and saddened to know what is being revealed by these two able professors. However, listening and believing in one sided stories may not reveal the whole truth. Although personal programs through TH-cam are not that credible and impartial in my opinion but in order to take this discussion to a reasonable conclusion Mr. Hood Bhoy should invite Dr Ata-ur-Rehman in his program in the presence of Dr. Banuri in order to find what is right or wrong. However, such national issues can only be explored and exposed honestly when they are debated in independent public forums where academicians, observers and huge number of educated people are invited and asked to participate in the discussion. That is the only way to find the truth and way forward.

    Please ask him why he not forwarded the National Technology Council Act and Service Structure of Engineering Technologists of Pakistan registered with National Technology Council Pakistan since 2018. Why he appoint non Engineering Technologist as a Chairperson of National Technology Council Pakistan against by its bylaws. Why and how he converted National University of Technology Islambad into Engineering University without adopting the bylaws

    The most interesting report, I have ever watched. I didn’t know that even our education system would be so much damaged with some poor policies and someones's own benefits. And this is very true that a single piece of paper isn’t sufficient to make you an expert of the subject. One should know what he/she is doing and what has he/she done already? and I should think about myself first. Honestly for a very long time I was not buying what Hoodbhoy was selling (I had my own reasons, and it doesn’t even matter whether I agree with someone or not) but I should say, there must be some people brave enough to highlight such things. We have a saying in Pashto, which means (اگر خود نہیں جانتے تو کسی سے سیکھ لو یا کسی کو دیکھ لو کہ وہ کسطرح کرہا ہے), You have to look at the other nations how they changed themselves. Allah hi hamara haami aur madad gaar ho,, Naaro say kuch nahi badlega simple is that.

    this is explosive and shocking to see corruption exposed. Pakistan needs to act against this or it will lose all credibility in the academic world. All academics need to prove themselves and funding must be competitvely awarded based on merit otherwise you will demoralise academic community.

    There is highly discouraging atmosphere for research in our universities. Most of professors discourage students who take interest in any research activity. Furthermore, there is no proper research facility in most of our universities, especially they don't take it serious to provide licensed software to students and faculty members. For example, the students of social sciences don't know how to use quantitative and qualitative data analysis software such as SPSS, R, NVivo, MaxQDA etc. This is because we don't teach them. They also don't have access to data collection tools. Our computer labs are pathetic, they have latest computers but they don't have data analysis software installed on them, OR if they have installed these software, most of them are pirated.

    Pak education standards have been going downwards for decades and nobody cares. The children of rich/ powerful/ elite go abroad for higher education so why would they care for Pak education standards. If possible, establishment should look into the matters of HEC. Atta ur Rehman is fooling around for too long without any results but only with sweet talk.
