Well it might have something to do with the fact this goes right from 0 to 100 in an instant, and the fact you could not only come up whith such amazing lyrics but also keep up whith this "rush" of a song (no I will not apologize for the pun) is also for lack of a better word impressive. Not really. Doctor Wily faces the same mistakes each time too. His tactic is always “have Mega Man fight through a bunch of smaller enemies, and then crush him with a single Robot Master at the end.”
Also there’s the fact that Wily always designs his Robot Masters with fatal weaknesses to each other. It’s said that the reason he does this is because if one of his Robot Masters were to go rogue and disobey him, he can send the one who it’s weaker against to stop them. This shows that Wily is very intelligent when it comes to exploiting weaknesses, but he never designs a Robot Master that can specifically exploit Mega Man’s weaknesses.
