Side note about the wolves - They didn't ignore the Emperor or think it didn't apply to them. They were allowed to keep using their priests by Big Daddy E and wrinkly wise Uncle. Russ and Malcador discuss the wolves being an exception to the ruling in Wolfsbane.
Wolf's using rune magik isn't as inherently risky so there's some logic to it. It still is warp powers, but at least it had the safety net of whatever was going on with Fenris.

A sane pragmatic Imperium _[pause for laughter]_ should make that style of Psykic training available to all Psykers if they needed the extra control. It would greatly reduce the incidents of Psykers becoming warp corrupted.

My counter to everyone saying "Magnus did nothing wrong/did everything wrong" is that he didn't MEAN to do anything wrong. While Magnus was an arrogant know it all with the warp, he was still a learned and reasonable scholar at heart. If the Emperor just explained WHY using the warp was dangerous at the time, instead of making it that stupid shit show of a counsel, Magnus probably would have agreed with his Father and reigned it in until the Human Web Way was complete. Securing him as a loyalist, almost guaranteeing that the Emperor survived, possibly even completing the Emperor's ambition in defeating Chaos to return the warp to the Realm of Souls. But then GW went full retard and said Chaos always exists, is undefeatable because it will always exist, and everything is grim-derp, making the Emperor look like a fool for thinking he could defeat them. But that's neither here nor there.
Unrelated to the vid but I read an excerpt between Khan and Sangy. They talked over wine on the psyker question and the upcoming council at Nikaea. Sangy wanted the Khan to help and Magnus defend having sanctioned psykers that were careful in using the warp (i think he liked the White Scars approach to the psykers being careful and having a separate council oversseing it) in the legion and that people are DIVIDED on the matter. There's also a joke of Sangy that he wasn't really an angel.
Here's some to consider: What if all of the Primarchs (save Alpharius because he landed on Terra) somehow died before the Imperium discovered them? (Assume that Vulkan was never found by the Imperium, maybe he was lost in the Warp, maybe the DE got a hold of him, maybe he’s in Trazyn’s galleries, etc). The important thing is, what if no Primarchs? If any one Loyalist and Traitor Primarch switched sides for the Horus Heresy, who would you choose for the best outcome for either the Loyalists, or the Traitors? What if the Silent King never got rid of his Command Protocols and took (almost) all the Necrons with him out of the galaxy to perhaps find a new and better one and come across the Tyranids? What if the Great Crusade had all the Primarchs and none turned Traitor, but there were no Astartes? What if the Beast Orks succeeded in defeating the Imperium? What if the Raptor Project succeeded/was never sabotaged? How would each Heresy/Crusade-era Primarch and Legion fare against the modern Tau Empire?
Speaking of librarians; have you read any Blood Ravens books? I think a lot of people got into 40k through DoW so a video on that chapter would be nice but it kinda needs some info from beyond the games.

So, I heard the words "love the White Scars" in there, and I wish it meant you might someday make a purchasable model that is, at least partially, a White Scars Marine ON a bike, preferably with details that say character. I just don't get why GW constantly messes this up? They mostly don't seem to have bike-mounted characters, the one WS character is ON FOOT, and because Outriders sort of suck, the Chapter renowned for bikes sort of sucks in the detachment MADE FOR bikes, but of course the Space Wolves, with their wolf-horses, can wreck shop? I do wish there was a White Scars themed, bike-mounted Librarian, or something.

So, I heard the words "love the White Scars" in there, and I wish it meant you might someday make a purchasable model that is, at least partially, a White Scars Marine ON a bike, preferably with details that say character. I just don't get why GW constantly messes this up? They mostly don't seem to have bike-mounted characters, the one WS character is ON FOOT, and because Outriders sort of suck, the Chapter renowned for bikes sort of sucks in the detachment MADE FOR bikes, but of course the Space Wolves, with their wolf-horses, can wreck shop? I do wish there was a White Scars themed, bike-mounted Librarian, or something.
