You put the mounting hardware on wrong the brackets are on the very bottom through the hardware into the cooler not through the cooler into the hardware
This is similar build I wanna make on Autumn. Ryzen 3700x , MSI Tomahawk MAX b450m, Corsair Vengeance 2x8 or kingston fury on 3600mhz and for PSU I will go Corsair CX550M. 650W and 750W is overkill.

Reason why i will go with AMD card more is because AMD GPUs are like wine... They keep updating drivers and optimizations for games even on older models... While nvidia ruin your GPU and FPS over time and they dont care about older GPUs only new ones...Now 980ti is not that good despite specs she have and tbh with drivers she can be really amazing card.... Example RX480/RX580 vs GTX 970 AND GTX 980TI same FPS now and RX580 being better then GTX 970 and on launch date RX480/580 slower then both. 3 years later RX580 faster than 970, faster than 980, a bit slower or on par with 980 Ti.

Any Mobo is better than the Ds3h. Seriously, don't skimp out on that board. I bought one, only to have it swapped after 2 months. It didn't even have any VRM heatsinks, so it couldn't even provide enough power to my i7-9700k on stock without overheating. Spend a little more and get something more reliable.
