Depending on how much you put in, your clutch plate will slip, and you will feel car lacking power. Try throwing some engine cleaner down there, it can get rid of some oil that may have got to the clutch plate. Fortunately the oil when thrown down inspection hole Wil run right out at bottom of Gearbox..

After chainging both axel cap for new ones in my 020 gearbox 1990 it seems to be still leaking some oil spot. I don't know what to do what's wrong?

Could possibly that you have overfilled with gear oil
Check the level.

My mk 1 is a 2007 model and I've owned it for about 11 years. Would you recommend an oil change or is it not necessary unless its low?

Hi, Apparently according to vw you don't really need to change it... Obviously if it needs topping up because you losing oil due to a leak. I have never changed mine and I have a 1999 Model... And everything seems fine.. all my vw cars I owned I never really changed gear oil, maybe a top up yes... I know there are people who change the gear oil at certain km intervals.
