It only works if you have crit that’s why not everyone likes to use it. Anything under 42% crit chance on the back bar it’s not really worth using over other sets

Probably only has it on back bar so when he bar swaps it's not active and only 4 pieces are in use
you can backbar rallying as the proc allows for 100% uptime (weapon counts as 2)

Rallying Cry isn’t craftable, you can either buy it from guild traders or buy it with AP at one of the vendors in Cyrodiil :)
