I always assumed it was implied he was always trapped automatically. Along with every other genie. Since when Jafaar wished to be a genie he automatically had a lamp.
Nice theory, but don't forget that there could be other reasons to trap Genie other than him being evil. Genie is mischievous and uncontrollable in Aladdin, exactly the sort of being who might cause chaos for the sake of a laugh and never stop to consider the consequences. He wouldn't be the first prankster they put away.
If it isn't just automatic for genies to be restrained like that by nature, then why did Jafar become trapped in a lamp just from his wish to be a genie? No one from these theories was there to trap him the moment he changed. He became a genie, at which point his shackles and lamp materialized on their own, already bound to him and him to them.
Maybe it's an ongoing great ritual magic that triggers immediately on the creation of a Genie basically someone in the past didn't trust any genies so they set it up so they'd be contained automatically it could have even been set up by the first Genie as a precaution

I'd hazard a guess that it could have been the lamp's previous occupant. Genie trapped Jafar in a lamp by turning him into a genie after Aladdin tricked him into wishing for it. It seems plausible that a clever and less kind genie might have tricked their master into wishing to trade places with them; freeing the genie and trapping Genie in the lamp instead.
I was under the impression that djinn being bound to an object was a price of power thing. After all, Jafar was bound to a lamp as soon as he was made a djinn.
Another thing to look at with Ursula not being able to, is simply look at the time era; just by the 10,000 years remark, and doubtful that Ursula is immortal or that she has eternal youth, there is no way she could; just by that simple logical outlook

After all, also in Sofia the First there are a couple items that are magical lamps that have genies of any age and gender and a genie patrol. Well, when clicking on the magical lamp it’s not that clear on who made it. Maybe it could be marubian gods. I mean gods they can make good and bad choices and are really powerful even if people believe in them or not. If it’s a marubian god that will may explain why the lamps writing looks marubian and also gods don’t like djinns no matter good or not. However, since a marubian god is probably separate from the marubians, they probably don’t need a jewel to control or trap. In both series the marubians artifacts have a little magical jewel. However, lamps there is no magical jewel. Just speculating but we won’t know until there is an answer. Which won’t be until a while or Disney decides to share the answer.

Those amulates sound and look an awful lot like the amulate used by the sorcerer in the ducktales movie to unlock the genies full powers.
Also side note. Disney owns ducktails, yet they did not have genie make a praody reference to the duck genie... feels like that should have occurred.
