Do I need to buy chromecast's latest version just to have that that powers off or on the tv?

all versions of chromecast are capable of turning your TV on or off - it really comes down to whether your TV supports HDMI-CEC. Without that chromecast won't be able to control the power to your TV - instead your TV will "turn-on" into standby mode, which isn't what you want

It's weird. My TV doesn't have CEC yet my PS4 will turn on and off the TV and my Chromecast won't. And yeah I have the Chromecast powered by the wall and not the USB on the TV.

Really weird...what make/model is the TV? From what I can tell PS4 uses CEC to turn TV off as well - manuals.playstation.net/document/gb/ps4/settings/devicelink.html
