OK so this is a bit of a weird question but if I'm playing a rom hack that has a specific pokemon available at a 1% encounter rate, but appearing from levels 35-40, I should be able to use this trick with a mon that's level 36 and it should be the only pokemon spawning. BUT the wild encounter will still be rare itself, coming up only 1% of the time?

the only thing bad about this team is its not able to effectivly use all the Hms,.. garados is a physical user so surf isnt going to help it. the team should always have a special stat water or ice type,.. the dragonite can easily learn waterfall and beneifit from its physical recuirements allowing it to share hm loads

Only problem is that the poke nav messages will interrupt your progress. On emulator you’re Gonna need a macro or script of some kind that presses B and skips every time the message shows up. In Ruby sapphire you can just leave it because there are no pokenav calls. But the devs patched this exploit by adding those calls in emerald.
