Hawks was groomed into who he is today. I machine, a soldier, someone that’s been manipulated by the government to keep the public in check. It’s really sad that Hawks is in this situation. But I like that, it makes the character nuanced.
SPOILERS -- Do not read on if you're not current on all that's happened thus far!! Hawks really isn't a natural 'Pro-Hero' as much as a manufactured one. While he may value his independence and own morals, he's been conditioned and trained to do what's asked of him for the greater good. Think of it as a 'Winter Solder' type thing, if you will. As a child he was manipulated and brainwashed into believing that being a hero meant doing what was necessary to achieve a just outcome, which isn't always socially or morally acceptable. Almost everything about him was manufactured and built to present the perfect 'Hero' to the public eye. He was put in a tough situation which was compounded by years of continuous justification of his superiors that he was doing the 'right' thing by taking down targets and eliminating them before they could actually become a bigger problem. The caveat is that while he's under the thumb of a corrupt organisation, he still retained some of his own values and morality. This is why killing Twice wasn't exactly an easy decision for him. He did partially believe in what Twice and the Liberation Front stood for, as he'd had first hand witness to the truth behind the glamourous world of Pro-Heroes. He knew the reality of what really went on with targets that couldn't just be beaten and jailed -- They were simply put, killed. The deception is fabricated, the lies were a smokescreen, and the calm demeanour was a facade -- All a package deal for the truth behind it all. Hawks knew what he was doing wasn't right in killing Twice, but he also knew that if he didn't the repercussions of letting him live (now that he'd pretty much mastered his Quirk and had become full-on mentally unstable) would be catastrophic. More so he Twice was used by the LF as a means to fulfill their end goal. A one man army" with almost unlimited capacity to keep going and an undying loyalty to his friends and the cause -- That's a potent mix. On the surface it seems like Hawks, in doing what he did, has become an untrustworthy and deceptive person. However, the reality of it is more nuanced than that. His decision wasn't made out of malice or hatred, it was made out of practicality and foresight. He also, perhaps, knew that him sacrificing his own morals and openly killing someone would possibly unlock the Pandora's Box of the Hero Safety Commission's true purpose. Although, this is simply speculation. In the end, deception is almost never a good thing, more so toward those who trust and love you. However, it is part of the human condition. We're naturally deceptive, mostly to save face of either ourselves or those around us. White lies, half-truths, and grey areas are the threads that sometimes keep us grounded since once said and done, anyone with a conscience will often reflect internally after telling them. Albeit, this can be immediate or even some time later. I love 💞 Hawks(Keigo Takami)!!! He is one of my favorite characters in My Hero Academia alongside Izuku,Katsuki,Tsuyu, Tamaki,Kirishima,Aizawa, Tokoyami and Kaminari plus Twice!!! Despite the fact Hawks killed Twice, he is still a hero, he has the heart of a hero, and I believe in Hawks and so does Tokoyami!!! Hawks did a terrible thing but he was forced by the Hero public safety commission to do this, they abused his dream and took advantage of him. Hawks didn't want to , he was the Hpsc's puppet, he was just used, he didn't even have a choice, so it wasn't Hawks's fault. Hawks never wanted this, he was trapped in bird cage, he just wanted to be free and make a society where heroes have to much time on their hands and He will always be a hero. He also had a bad childhood , his own mother sold him to the hpsc. I still love Hawks, so his action was justified a bit. He tries to save Twice but Twice refused to be saved so that was the only option left he could do cause sometimes the only way to save a person is killing them. I would also be friends with Hawks cause he is cool!!!
My reasoning for why Hawks was justified to kill Twice is as follows: Everything is relative. Context matters. When deciding whether you should do something, consider the alternative. What would happen if you don't? Well, Twice would have killed hundreds of heroes, even thousands, he would win the war then and there. All of Japan, basically the entire world, really, would be lost. Is it really better to let the world fall just so that you can tell yourself that you are a good person because you upheld your morals? Of course it isn't. Now, should Hawks have deceived the LoV? Should he have deceived Twice to gather intel? Because THAT was the objective, not to kill them, he only went for the kill when he felt there was no other way out. So, was he justified to do this act of deceit? Well, again, consider the alternative. The alternative is that the Meta Liberation Army is not stopped, Shigaraki grows into full power, and, once again, the world falls. The situations Hawks is put in are too extreme to be real, of course, but the ideas are still there. It's like with the Doctor in Doctor Who deciding to pull of the dumbest thing of all time, a thing that should not work. He decides to freeze Gallifrey in time, a whole planet, like a stasis cube, like a painting. It should not be possible. Under any other circumstances, it would be an idiotic hazard with everyone's lives. But since at that moment, the only alternative already was the destruction of all Timelords, the destruction of Gallifrey, The Doctor went for it. Why? Because it was the best possible option. Morality cannot ever be Kantian, it cannot be set in stone. It is always relative. If Hawks decided to deceive and then kill Twice just for the heck of it, he would be an absolute monster. But he didn't do it for that. He did both of these things because the alternatives were far worse.
I agree with all of your points but we all have to remember that hawks didn't want to do it in fact he was forced to and I by the hero commission and hawks tried to save twice so many times a nd I'm not defending hawks what he did was wrong but lets think about it would hawks have killed hawks if he had a choice cause he didn't have a choice and was him or twice so in my opinion I blame the hero commission.

My counter argument here is that Hawks risked EVERYTHING to go DEEP under cover and was forced to kill Twice, in the name of protecting everyone he cares about
Ok, here it goes. Lying and deception are not justifiable. However, i see selfishness or egocentricness in twice's love for his family and selflessness in Hawks actions. For example, many times, the love a mother may have for a child can be selfish. Why? Because its more of a pride admiration, or sometimes, people dont wanna suffer by watching others suffer so they push on. Like, a mother may not want to feel hurt or dissapointment, and chooses to nurture her child. Sometimes its like "ill take care of this child, because its mine, it's a piece of me.. its me". Twice's friendship was based on how he was treated by the others. Of course you wouldnt go with someone who hates you but to befriend people who comit genocide because they are good to you, still sounds evil to me. While hawk did kill (mind you, we have the death penalty and sometimes, there is no redemption for those who dont want it), he realized that he would sacrifice his own image, wings etc.. for the better good. Thats selfish in my book. He destroyed himself so that others can live.
I dont know its just that hawks had plenty of time to find a way to incapacitate twice so many time he even had twices complete trust why didn't hawks plan for that scenario that may be one day he would need to kill twice. There must of been another way
He is neither. He's a hero whose moral values and ethics are not idealistic. A hero who understands that while one thing may be bad, the alternative can be far worse. As I detailed in my comment under this video.
The fact that Twice had such a hard time friends until he met Hawks who killed him later really sucks. Twice was such a great character even if he was apart of the LOV. It doesn't matter if someone is a villain or a hero, they're still human. Twice was a kind of goofball which meant there was an advantage to be able to betray him. I think Hawks took that opportunity to befriend him just to kill him off to get rid of a villain. The face Toga makes after she realizes that her friend, Twice, is dead now had broken my heart. This makes me wonder..does most of the heros, including the students of UA, see the villains as nothing but something in their way? The villains had reasons to be which the way they are as of right now, including Twice. But do most people in MHA really think of that? Do they really know the actual reasons of why the LOV are the way they are? We, the spectators, are the ones who got to see their pasts as an actual vision. We the spectators get to see everything to know what made the characters the way they are, so could those things really be called secrets? Or are they only called secrets because the characters who have not seen what their life was before now? We could call it both things. It's a secret for the characters, but the truth behind the secrets for us, because they do not know we exist. Only the narrator of the story because he is the one who knows we are here. So, in the end, does Hawks treat others like actual human beings? Some who have quirks because they are only ever so lucky, and some without because they are unlucky. If, he wants to save lives, he could change some for the greater good. However, of course, this is only my opinion and a question I've wanted to ask after finishing the video.

I don't think Hawks befriended Twice with the intention to kill him. He gives him the option to surrender. He protects him from Dabi's flame. Twice kills another hero, the guy who stopped Toga and Compress, and that would not happen if Hawks wanted to kill him. He let Twice live specifically because he did not want to kill him. But then he saw no other way to stop him than to skewer him, so he did.
