Love restoring old rims feels good when you finish
I did a lot of manual polishing on aluminum wheels and tanks when I didn't have money to buy machines and equipment.The technique I used was to sand with pieces of sandpaper along with soap and water. I sanded from 220 grit to 1200 grit with soap and water. It was mirrored only with this sanding, without polishing after sanding.
Heck yeah! That's a ton of work!
That last step has to be so satisfying and relieved.👍

With enough time and effort it is absolutely possible. Hand sand up to 1500 the polish out with a good liquid like time2shine aluminum polish.

We often use 2 men to speed this process up. One holds the abrasives to wheel with a deck brush, while the other drives the car around the block to get the wheels spinning 40+ MPH. Work smarter not harder.

You should just maintain them.
Cerakote has a matte clear coat that works great for this. I did it to my 04 Cobra rims and haven't looked back You'll never have to shine them again!
