      The whole purpose of this video seems to blame UPA and save NDA. A party with 300 seats in 2015 cannot say that it is scared of saving the telecom sector just because of 'suit-boot ki sarkaar'.

      Its a problem which started in 2005 and has been persisiting since then... Shekarji missed out on informing how a notification was issued on 23-01-2020 by DoT sayinh they wouldnt take any action against companies who dont deposit the amount by the due date. Clearly, the Govt understands and wants to help these companies. But then since it is a SC order, SC would treat any such steps as comtempt of the court. So the problem.

      All the NPA's of the banks are due to cancellation Telecom license and coal blocks by Supreme court.. Due to the huge propaganda by BJP in collusion with CAG etc in 2G scam, UPA govt became so weak they could not resist the Supreme court from interference in policy matters.. Nation will suffer for a long time to come..

      I would like to correct you. People of India are responsible for NPA. Not reading facts and blindly following Vinod Rai and BJP propaganda. Every developed economy has dealt with corruption in their growth years and those who brought in laws to tackle systematic corruption got where they are today. We stood in line smiling for our own money when govt. told us that was to weed out black money. Govt. had no idea where black money was. Yet, ask a common man and they will tell you where black money is. Pretty ironic that common person knew where black money was but they were not upset at govt. for going after them as well.

      I had some respect for this man. He doesn't pin the blame on MMS / UPA/ it's.ministers especially Raja and others. He now wants the present government to waive off all loans / dues to the government. It's absolute nonsense, and he should stop giving this bullshit knowledge.       We need foreign investments to take our spectrum to sell to us itself at a profit? Tell foreign companies to invest in innovative sectors, no. They are only ready to invest in easy sectors where the resource is cheap.
      Such a great success story. Before Jio, Chortel was charging 250Rs for 1000MB of data, these guys are just Chors, they are not going to charge more or less based on government taxes. They are going to charge based on customers ABILITY to pay.

      Would they waive off all loans of Indians.
      It's time to Privatizing & sell PSU .
      In US railways, municipalities, Prisons & even US RBI known as FEDERAL RESERVE'S is Privatized.
      U know MTNL-BSNL EMPLOYEE r getting crores each in VRS SCHEME plus lakhs in salary every month without working plus pension .
      Plus billions of capital infusion in air India and loss making PSU .
      This will be all paid by indian taxpayers.
      On one government employee salaries 200 poor family can survive.
      Better Privatize and sell them all , distribute it among poor as universal basic income , unemployment benefits & welfare schemes

THEY ARE DOING IT NOW BECAUSE IF THEY DONT THEY WONT SURVIVE AGAINST JIO. AND PEOPLE ARE RELATIVELY MUCH MORE SATISFIED THAN PAYING 150 FOR 1 GB DATA.

    I really admire how comprehensively facts are laid out in all the editions of Cut The Clutter.
    Today's analysis is on dot as we have actually seen all these events happen over these years and SG has very passionately explained what is wrong and why it is wrong and also who is wrong for the current state of India's Telecom sector.
    Today's Cut the Clutter episode was a masterpiece and I just hope any how it reaches the ears of the SC Judges who ruled agst Telecom companies in AGR case and also the ears of the likes of Telecom Minister Ravi Shankar Prasad, FM Ms Sitharaman, PM Modi!

      Watch again the video. The case is even before Jio started or NDA came to power. And the rules were made by under UPA. So what Jio has to do with it when it is between SC and companies.

    Telecom is serving public on a major scale. Giving business to lot of people who are in need of jobs. How do you expect them to give luxury taxes and penalities. Let those telecom be regulated in a way that will help the economy and not die.

    To all those who have praised this video n to the Print itself.......I would like to point out something.Reply to me in a sensible way if u will.
    1)Call charges,data charges were pretty high before the advent of Jio.I remember 1 gb 3G data for 28 days would cost around Rs 249 plus extra call charges.Only after Jio ushered into the market,facing their ruthless marketing coupled with free data other telecom companies were compelled to lower their respective rates.Jio was launched at around 2017;prior to that data n call charges were pretty high compared to what today is.My point is......if Airtel,Vodafone could lower their tarrifs in competition to Jio why couldn't they have done it before?This simply means that the so called cartel was in place from before n was liquidated by the advent of Jio.
    2)Regarding some telecom companies that have shut down that u have named(including Aircel) their main cause was their Customer base which in turn was affected by network range.These weren't available Pan India as opposed to giants at that time like Airtel/Vodafone;Today's crowd is mobile,requirement of Pan India Network is their utmost priority.These extinct telecom companies also had negligible presence in Rural Areas of India which was infact a huge market.Govt's policies hadn't much to their shutdown as to were their own deeds.
    3)If the policies are absurd then why had they signed them ?Why had they been not maintaing the balance that they are required of them when they were busy looting us?
    4)The so called speculated Cartel of Jio n Airtel in cases Vodafone closes is possible n rates might come up but what is the guarantee that rates ll not come up if Vodafone persists?Their is simply no guarantee.......Jio used their free data n call to lure in customers n once they have build a base their rates have come up a little but still their rates are comparatively lower then Vodafone n Airtel.Simply having more telecom companies doesn't guarantee that rates ll be down......A cartel can still be formed n rates can still be high.......
    5)The point that I agree with you is that of loss of Jobs if Vodafone closes n absurdity of AGR.

      You will get your answers yourself if you understand the entire system of licence fee, spectrum fee and AGR companies other then jio had to pay. Jio being late entrant didn't have any dues. If the same structure follows even jio will be in trouble after few years but I am sure incase of jio govt will do something.

      @@karthika560 they exploited the loopholes, this first come first serve policies are to blame, same happens with real estate in india, govt auctions land for cheap af prices for the poor, then they're not able to build anything on it due to lack of finance, sells those lands to dealers who make huge bucks by selling it to regular middle class, sometimes it backfires and dealers dont get even their investment back which leads to them commiting suicide or the lenders shooting them to death. This is a whole cycle of bad business.

    Power Grid, NTPC use Indian electricity Act 2003 along with Indian Telegraph Act 1885...
    No comparison/ parallel can be drawn in spectrum allocation with those in linear way ...
    But I'm totally agree with your argument that cost of licence being computed on total revenue from all sources is utterly ridiculous...
    But
    if 1.76 lakh crore with no.(s) of bandwidth to be sold out/ licensed to various companies under 2G is absurd,
    what would be the real figure the incumbent government should have charged instead of A Raja's ministry's "philanthropic, humanitarian, judicious, humble" demand from those companies?

    To be honest, from last one year, i had not recharged my sim card yet, but instead buying 2-3 new cards every month on different id proofs such as voter card or license to keeping feeding my self the data, and indeed this is so so successful so far for me as i get 1.5 GB per data plus unlimited night internet along with calling and sms for just 50 rs. If this was not possible, would be paying over 300 per month to keep my phone running.

    I think BJP accused of Congress for spectrum 2 scandal which was not true. Companies were later exposed to extreme competition which have killed some of them. Not good for India. Indian govt should come forward and help companies in policy issues.

      Coz there is no evidence to prove as per law Raja did corruption, there was no way court or it appointed team could figure out these 1.76 lak crore....
      But as per law, it says AGR is revenue of the company, not just like Telecome revenue of the company. SC only interpret what the law says.

    The folly in the judgement passed by the Supreme Court stand out when you consider the PSU. It would be interesting to see if these companies will be shielded by the Supreme Court accepting the argument that these are not telecom companies. Question is, who stopped the PSU from using the telecom licence? And why should the Govt lose revenue because these licences were not utilized.
    And would the supreme court let us know how it is going to make up for the job losses.

      Alot happened in Telecom since Jio got in, 1year of completely free service & upon completion they wanted to extend by another 3-6 months but TRAI stepped in that any subscription discount which is free of cost cannot be for more than 1 year, JIO had to take back its offer and provided its customers with extra limited data(not free). Then Airtel/Vodafone & Idea were indulging in malpractice by not giving connections to Jio, i.e. when someone from Jio calls a non-jio they couldn't connect in 3 out of 5 times, TRAI fined them because this was proven. Vodafone bought Orange-Hutch in an all stock deal which attracts tax according to govt. didn't pay it due to technicalities.

I know that once these players were enjoying return on capital of over 40% and invested heavily in others activities such as African telephony, DTH, backward infra etc..also technology sector is inherently exposed to technology risk that's what happened when jio entered the market with LTE technology. Still, blaming previous dispensation won't result anything.. decision is expected from govt of the day..

      Telecom companies evading license fees inspite of Supreme Court orders is a total disregard for law of the land done with utter impugnity..
      License fee has never been paid ever since 1994 when license was first granted.
      Congress has been hand in glove with these assholes. It's an outright loot organized and protected by the then regime.
      Your clever play of words doesn't shift the responsibility onto successive govts. The same argument that "blaming past regimes don't result in a solution" has been unduly threadbare.
      The whip has to be cracked on these dacoits and dues recovered. The companies maybe acquired by govt on an interim basis and auctioned off later..
      Bailing out instead of cracking the whip has been a Congress legacy at the expense of paying public. Stop supporting the madness!

    Common Shekar Saab. You say the magic figure (exaggerated) is 1.76 lakh crore yet you don't blame the CAG who made that magic exaggerated figure.
    No one is denying that the corrupt Cong + DMK made a kill and looted many crores. They should be punished for it. Yet the chargesheet was filed only for 30K crores (not 1.76L crores) against A Raja & Co and everyone got acquitted under this same BJP govt.
    The fact is that the exaggerated 1.76L by the then CAG (a BJP sympathizer) was to make Cong look bad and that old scoundrel Anna Hazare made a scene out of it in Delhi by holding dharna dramas so that BJP can come to power. Now, where is Anna Hazare? where is he hiding?
    Now, BJP who came to power with growth promise is making the country to grow negative by their poor management such as demonitisation and rushed GST. And, they can't make a good decision in Telecom sector regarding what is revenue and what not.
    They have a laughable stock such as Nirmala as FM. Modi and Amit Shah are interested in things that are only concerned how to wipe out muslims from the country and not the common good of people.

    This seems factually incorrect . AGR was introduced during vajpayee regime and not after 2G scam . I don't know why respected Shekhar Gupta is peddling a lie . I love his cut the clutter but this one has some factual errors .

      I think you're confusing this bit. The claim is not about the AGR itself but the definition where it extends to all the revenue a company has earned. That dates to a much later period than the introduction of AGR.

The mess will continue to compound if not sorted out quickly with a firm resolve. That is truly a challenge for the govt. to prove that it is decisive.

    Corrections: AGR =adjusted gross revenue. License fee is % of AGR, that is 8% currently. There are disputes regarding definition of AGR and it is adjudicated by sc in govt favour. TSPs are not paying LF from many years which is being piled up, incurring penalities on disputed amount. TSPs are more to blame for it because they did not put in balance sheets over years.

Both these Criminals were freed from jail though the caused a Monumental loss of revenue to the Indian Taxpayer. In jail they flouted every rule be it food or to visit her child or using the Jail Commisioner Office to Sleep & Cool herself. The jail staff were scared to displease her till her father pressured the Govt of India like Sanjay Gandhi son of Indira Gandhi an Extra Constitutional Authority. Ever since the the Govt muddled up this Ministry. This great Human Excreta needs to be cleaned up before it can regain Credibility & to operate .Kani Moyee roams around TamilNadu as a free Person because she was sired .by Karunanihi the three times Chief Minister of Tamil Nadu State who was an ardent supporter of LTTE supremo Prabakaran.     Although I lean more towards the current dispensation as compared to any congress led coalition, and I knew that Mr. Shekhar Gupta has a ' reputation ' of being 'anti-Nda' specially in the modi era, I started watching this program and found it to be really neutral, to the point, and very very very objective with brilliant analysis by Shekhar sir. As I, and am sure many many more young people, get hooked on to thought provoking programs like this, we hope that you guys in the team of the print, set aside your own feelings and views as much as possible from the programs or analysis you present. And mind you its easier said than done. Something just creeps in to your analysis from your subconscious quite surreptitiously.

    I follow cut the clutter regularly, I observe that from last week the length of each episode is going for 20+ minutes. It may result in a dip in viewership. Please keep it explanatory yet keeping the length to less than 15 mins(like before). I myself skipped some of the previous episodes just because they were more than 20 mins.

    Also, it must be said that Airtel & Vodafone-Idea's ability to pay has also been particularly hit by Reliance Jio' s entry and the ensuing brutal blood-letting, which also led to further consolidation in the sector. In Vodafone's case, its very nearly "the end", as it also has to pay retrospective tax+interest+penalties on its acquisition of Hutch.
    With the economy in a tail-spin, the situation demands pro-active and intelligent redressal from this so-far clueless government.

    Telecom sector is going to die and lakhs and lakhs of people will loose their jobs, economy will keep on sinking.
    This problem will create a chain reaction.
    This looks more and more problematic.

    Wasn't Telcom prices pre-Jio very expensive, where is that money gone when these companies earned +Rs 250/1Gb?.
    Duopoly will be risky but (AGR Calculation Issue) needs to fixed & Dues should be recovered.

      The problem is Jio artificially brought the rates down by taking huge losses and cross subsidizing telco business with their other businesses. Once they grabbed the market, the prices are bound to go back up. Now that people are addicted to data, they will pay for it.

    I see the articles and awareness created by you is something very valuable and important. I am very thankful and grateful to know as to what is exactly happening. I have a question here, the kind of cognizance your getting here is only to a limited people.
    Is it possible for the right people to know in bureaucracy some high officials on this so they can take the right action at the right time? Instead of creating awareness and a sense of fear can we do something to tackle this. Is there to way to approach someone to find a solution or find a platform to start tackling such serious issues?
    People are on roads fighting/protesting for meaningless acts. Can you please help or tey to get the right people in the right platform to get these issues solved.
    We have always pointed out issues or complained or crib. But we have never tried to find a solution or get the right elements together to make life easy.
    Trust me we only talk about it and not do anything about it . All these years of my life I am just trying to find a group to create a platform where we can be a part of the govt to resolve issues without taking credit.
    Please try something to help. I would be happy to be part of more open ideas or collaborate to do something. Trust me if we don't act now, India will soon become a place filled with adjustments and problems. SImple its going to become hell

    I for one, side with government and court on this. Corporates knew about all this before signing on the dotted. Creating a scare of job losses now is not the right thing to do.

    NDA government in 1999 gave an option to the licensees to switch to the revenue sharing fee model. Under this regime, the mobile telephone operators were required to share a percentage of their AGR with the government as annual license fee (LF) and spectrum usage charges (SUC)

    @theprint I do not understand why was AGR concept formulated in the first place when the companies are buying the spectrum. Also, why are we not talking about Jio, that's also a telecom company. Another video talked about only Airtel and Vodafone.
    One solution could be to get rid of AGR thing. But I'm not sure what repercussions would that have.

    It is right on time. Thank you for explaining. The only complaint is that the analysis is not structured conceptually or chronologically. It is a mix of both which makes it at times repetitive or confusing.

    Excellent piece and very enlightening especially AGR which is not only absurd but draconian. Another angle to all this mess is Jio which Shekhar alluded to and hopefully does a piece on. It will be great to know how Jio has managed a back handed entry into telecom and is not subject to the same absurd rules or high prices as other telcos are. Apparently getting preferential treatment. Another angle is it will be in Jio's interest if another telecom provider were to go bust. They would gain a share of the market at their own preferential rates than what Vodafone would have had to pay to the government :) Food for thought why there would be so less incentive for the government to not let Vodafone Idea fail :)

    Shekhar, the way you had put across the things systematically, I wish if the lawyers of Telecom companies could have done it in the court then the situation could have been avoided.
    Even today if supreme court judge listen to your story details he might think of changing his decision.
