Stanley is overall a better fighter due to his military experience, but in physical strength, Tsukasa should still easily top him. SPOILER ADDITION: . . Also, if not just about physical strength, by the end of the series, Tsukasa himself has acknowledged that Kohaku, while physically weaker, is a better overall fighter than him.

One of them received the impact of a grenade in the face. The strongest trio couldn't beat Stanley because he didn't let them get close with his weapons. Without weapons, stanley's ability is greatly reduced, he is still extremely strong, but stanley's forte was weapons, which is why, in the final mission, they had to take him, since he had a better aim.

Ok physical strength wise this is all wrong, not only is there a graphic in the manga that lists them(with tsukasa at the top) but tsukasa punches a shark out of water and takes on 3 lions in the first episode as well as crushing stone with his bear hands, stanlys biggest strength is his weapons without those hyoga and tsukasa at least beat him

The logic of putting Stanley at number one (same thing as putting Hyoga above Moz) because he is very skillful with the weapons he has, despite not being the physical strongest, would mean you should put Senku and Xeno right up the top as well. Despite it being explicitly mentioned several times they're both physically weak without science. If you're judging on physical strength, judge on physical strength, and not with the added bonus of only a few of them getting the weapons they work best with.

The logic of putting Stanley at number one (same thing as putting Hyoga above Moz) because he is very skillful with the weapons he has, despite not being the physical strongest, would mean you should put Senku and Xeno right up the top as well. Despite it being explicitly mentioned several times they're both physically weak without science. If you're judging on physical strength, judge on physical strength, and not with the added bonus of only a few of them getting the weapons they work best with.
