Heya! First of all, huge fan! I decided to adopt this build but now my biggest dilemma is when do you activate stream of edge and when you don't ?
I figured based on experience, I use it only during boundless or if I've got a judgement card. Is that the same for you or is there a different requirement?

Stream use varies and comes with experience as you said, but there are some main things I do.
Firstly, I always use it in my opening rotation and when I'm near maximum mana (addiction). It burns mana and buffs the damage a lot.
The 2nd cast is always in boundless and that's where this build starts to shine.
Another thing with SoE is that the cast animation will interfere with the other skills uptime, so I try to use it after spiral edge because it's the CD bottleneck of this build and won't effect the dmg negatively that way.
I will still use SoE before spiral edge if I'm about to cast celestial rain because it's the strongest skill.
Other than that, I try to combo good cards with SoE because it's insane value. A balance card will also make me think of the skill as a stacker and use it accordingly. Just make sure to have 100% crit dmg buff uptime when you do the advanced balance techniques

Does this build require wealth runes? I've been playing barricade/protection empress since launch but this looks like a lot of fun.

It's fine without but you will probably see a ~5% DPS increase with wealths
