Going from a 13 pinion to a 12 would increase the acceleration and would be quicker. If you are just talking about lowering top speed, your statement makes sense.
Thats true with a gasoline engine that has max torque higher in the rpm range. Electric motor operate a bit different since they have maximum torque at zero rpm. Thats why gas powered cars have multiple gears (10 speeds in some cases) and most electric cars have a one speed "gearbox".
