Is there a way to set a limit on how many check boxes the person can choose, but not limit the number of times those boxes are used? So if we are doing an election of say 30 people, but I want to limit the choices down to only 3 checkboxes can be selected. Is there a way to do this?

I'm probably very very late but: Create a "Checkboxes" question. Click on the 3 dots in the lower right. Select "Response Validation". You can now set a maximum/minimum (or exact) number of responses that the respondent can select. You can also customize the error text for when the respondent breaks your rule.

Am I correct to assume that there plugin only affects what choices are presented to the person filling out the form and there is no checking upon form submission? Here's the scenario: 30 people in a room are given the form to fill out for 10 breakout sessions with limits of 3 people each. The first 3 people to submit their forms, select Session #1, which would then be officially full. The remaining 27 people still have Session #1 visible on their form and can select it. If 2 more people select Session #1 and submit it, does the plugin actually prevent those signups? My guess is that it does and the only thing the limiter does is prevent the choice from showing up on forms opened after the item's limit has been reached. Is that an accurate description of how it works?
If the first three people have session one, the forth visitor won't see session 1, they would have to select a different session. Depending on the limit you set, when the session is full, subsequent visitors will not see it.

There is no limit to how often or how many forms you can use it on. The limit only applies to the number of responses per question.
