  • There have been claims of Pakistan pushing drugs into the India’s border state of Punjab, as an act of alleged Narco-terrorism for decades. Once Punjab doubled down on drug trafficking in the state, its neighbour Himachal seemed to have become collateral damage.
    India’s northernmost state Himachal Pradesh is in the grips of a heroin crisis, with double the number of illegal opioid users per capita as compared to the rest of India. VICE World News’ Esha Paul meets drug peddlers, recovering addicts, and the police on Himachal’s borders to see how a rural state known for being a tourist paradise spiralled into an opioid epidemic.

      As a drug addict (in recovery?) I can without doubt claim that the opposite of addiction.. is connection. Let that sink in, think about it. Seriously.

      There are many many factors that contribute to drug abuse, loneliness is just one out of many. Sometimes people use drugs to forget about traumatic experiences, sometimes it's peer pressure, early exposure etc etc

      To stop any addiction do this only at woke up and before sleep......
      Do closed eyes mindful breathing for minimum 20 mins daily(concentrate fully where breathing touch ur inner organs)...

      Drugs have existed since man. If we had actual freedom of thought and action, all drugs would be legal.
      They have built international agencies and Institutions which thrive on the illegality of substances.
      Please wake up,
      Altered states of consciousness are not bad.
      Be grateful that fentanyl hasn’t smashed the area.you were likely finding high grade heroin in that region, for very cheap. 100/gram if it’s 80%, 5$ is enough for 12 hours.

      @@_RobBanks That's right, prohibition is killing these people, not the drug itself. Diacetylmorphine in it's purest form isn't actually bad for you.
      I've been on it for years thanks to my government and I feel perfectly healthy.
      Prohibition needs to end.

      @@_RobBanks I get it from my regular doctor, to treat my chronic pain and depression.
      6 pills of 10mg every day.
      I feel healthier than ever before. I can't believe people would think heroin is a dangerous substance.
      That's absolutely false.
      It's extremely addictive, that's true. But other than that it is safe to use for the rest of someone's life. As long as it's made by an actual lab and not from some dude in a field with cows watching him stir a pot full of mannitol and other cuts.

      Himachal has been a cannabis haven since decades. Russians & Israelis stay in Himachal for months & even years .Many cultivate Marijuana deep in the hills & that's sent across India & overseas. These foreigners shift their home base between Leh, HP & Goa.

    I have been through both in Punjab and himachal in the last 2000s, recovering addict of 14 years now living in the US. This is so sad to see both my states under such a harsh grip of this disease.

    Its very ironic. I am a palliative care doctor who deals with cancer pain. On one hand we have an illicit opioid abuse problem, and the other hand we have a stark shortage of legitimate medicines for pain relief such as morphine. People tend to take extreme positions. The war on drugs means that even patients with severe bone crushing life limiting pain do not have legal access to opiate pain relief, while on the other hand even more lives are being destroyed with illicit use. Truely a paradox.

      True... Indian need good medication system. Since govt. Of India allowed farmers of few state for legally growing poppy plant( opium plant), I think govt can provide good pain relief medicine like morphine in low price for addict person.

      India is very puritan on drugs. I'm a chronic back pain sufferer (post-surgical) on the lowest dose of Tramadol, and when I was in India doctors would just look at me thinking 'foreigners are druggies' and not want to prescribe even the lowest dose, even though I never abused any drugs or meds, and it was the only drug that helped (except for the more dangerous ones such as morphine, oxy, which I don't want to take regularly anyway).
      I love India in some ways, but its attitude to both legitimate painkiller users as well as drug abusers is stupidly moralistic without compassion.

    I did my internship in psychology in few Indian rehabilitation centres, and it just breaks me from inside to see that a few states that borders the golden cresent and golden triangle, like Himachal, Punjab and few N.E states, are so easily trapped in narcotic warfare. They all say that it was regular for them to see drug use and that just desensitised that whole "drugs are bad" thing. It just hits like plague and zombifies the whole youth. Most admission from opiods like B-suger, needles, foils.

      This is non sense, there are plenty of people who use heroin everyday and are perfectly fine.
      Prohibition is killing these people, not the drug.
      Diacetylmorphine in it's purest form is not dangerous to the body or the mind, it's a myth.
      I've been on it for years and I own an online business and travel all the time. I feel great.
      I'm very grateful my government hands out Diacetylmorphine to people like me. Buying heroin on the black market is a dangerous endeavor for sure, too many cuts.

    This is so horrifying , Few months back I lost one of my relative due to this chitta overdose . He was just around 19-20yrs old . I see so many youngsters indulging in this including teenager boys/girls .
    Chitta addiction is so deep rooted here that the boys of my generation do work in fields for a crop season , earn money and then just 6 month chitta ka jugad ho gaya . Whatever they earn just spend on chitta . I once asked a guy that how did you get into it , he said My friends were doing it and they said to try me once . I just wanted to give it a try , I felt it was nice then I tried again and again n so on became addict . Luckily he recovered because he found his brother and best friend doing it so bad that they had to be admitted in the hospital .
    Oh God whatever is happening here is just horrible 😔 more n more Youth is getting chitta addict . I request to all the people if you see a person who is drug addict plz don't ignore him/ her just inform to their parents or just to inform the ones who are running rehab centres . Plz folks our one step of humanity can save their life 🙏

    Even I belong to Himachal and back in my maternal village I've witnessed the same case of 2 brothers who are drug addict, the younger one was the first to fall in the trap but luckily he was recovered by proper rehabilitation but on the other hand his brother is now a heroine addict and when I met him I was shocked to see his appearance, red swollen eyes, dull face and not being able to speak properly....
    Himachal is actually in a critical situation of drug epidemic with numbers of cases rising from last decade.... Even those who are returning from rehabilitation are again falling in this trap...

    Not only in Himachal but north eastern states like north begnal , sikkim , guwhati , manipur synthetic opoids have been plaguing the youths rampantly and the rehabilitation programes are poor in this places

      Because India is surrounded from both sides by drug hubs. The so called "Golden crescent" consisting of Iran, Afghanistan and Pakistan smuggle drugs in north and north west India, and so called "Golden Triangle" in South-East Asia drugs are smuggles into north east india

    I live in Portugal. There was lot of user of synthetics drugs in here. So the government take measures of discrimilization the drug. Means they don't take a user as criminal. They take as a patient. Drug user as a not crime as health issues. And helps user as recovery as disease. It decrease drastically in the user till present time. So there is only solution this is taking this as disease nit a crime.

    As someone who knows what he's actually talking about, one major shift of opinion we need is that of rehabs. Many, including addicts/users themselves, have this notion that once you get admitted into rehab, there's a cure for addiction and thats all it takes. Sadly, nothing could be farther from the truth. The withdrawals, physical and mental agony one goes through during detox and even later is just an appetizer of sorts. The real challenge begins when you leave and reenter society. There will be issues regarding employment, family issues etc etc. Getting steady employment is hard even for the sober lot - imagine how hard it would be for someone who's trying to get his life back on track. If you're not strong mentally, disappointments will lead you back to rehab and thus begins the vicious cycle. And mind you, this is for those who can even afford rehab. The fact is getting clean and staying clean are some of the hardest things one can attempt especially after years of use. There is a way out - determination, financial stability and a support system. The problem is each factor leads one back into a cycle previously mentioned.
    Stop punitive measure against users and users who peddle to feed their habit and not for financial gain. Don't treat them like sub humans. You'd be surprised to know how even a small act or word of kindness and encouragement can inspire one to either leave the habit or at least push him/her in that direction. Build more rehabs and infrastructure. Increase OST centers - OST works! Punish the peddlers who do this simply for the money and look at it as a business.

    I am a resident of Himachal.
    Damtal Border is infamous for Drug Deals. My High School Junior and her group(Drug Peddlers) was arrested in the same place. Drug menace is prevalent in Himachal.

    Till now I thought that heroin was only prevalent in Punjab but this has made me realise that there is more to everything than meets the eye. Even the major publication houses seldom print or post about all these issues. They 99% of times only report the seizures across the country and nothing else related to this

      1. Make things illegal
      2. Secretly allow its sale through few agents and all money ends up in politician's pocket.
      Public is left wondering why making something illegal doesn't have intended effect.

    This documentary has missed the real problem..trauma. Reducing the supply chain will not reduce the need for opioid use.

      You're absolutely right. The problem is that there are very few honest jobs that pay for a decent life; public infrastructure is non-existent; quality of life is abysmal; everyone wants to escape these places but few can afford it and those who can't feel as if they are stuck in hell. Social media has made the problem much worse.

No one is poor in Himachal . poverty or joblessness wasn't the issue here . Everyone is capable of earn money by means of farming or through business . The main problem is youngsters as well as school going children are addicted . What burdon these 10-12 year olds are having ? They have food to eat , a house to live a family everything they have . Its the us who are struggling . There are not a single begger who belongs to Himachal everyone who is a begger here is from outside the Himachal .
      The main reason is availability , chitta is easily available here , people have enough money to buy chitta here . Problem is this chitta has a deep root here .
      Lost one of my relative , a young 19 yr old boy , excellent in academics , had Iphone , ipad , his own cycle, bike , own car . Monthly expense 40-50k
      died of chitta overdose . Had money to buy it because its easily available . Everyone is doing it here .
      Supply is here na , supply .

    It's true even in my small village in Himachal I have seen 2-3 cases. It's very sad. Rehabilitation centres are not available very true. I want to help but it's so difficult, so difficult.

      If someone purchases a luxury car, people will congratulate him, or if someone marries a model they'll celebrate his success but you can't buy a drug that makes you feel good, suddenly everyone is against you.
      Politicians make drugs illegal, so that they can get rich off its illegal supply. If its made legal, it will cost next to nothing and there will be no stigma on its use and abuse, and we'll have thriving rehabilitation center who will be more interested in helping you than reporting you to authorities

    I want VICE to visit Manipur and do the same documentary on Drugs Maniacs there. There Drugs abuse is 50X higher than that of Himachal Pradesh. Many Drug Lords are also the most powerfull people in the state, they even control political parties through funding.

    Thankyou for making a video on this issue. I live in Himachal Pradesh myself and have lost plenty of friends to injections.
    I sincerely request anybody whose reading this to spread awareness regarding this drug abuse crisis. It might save somebody's life.

    Thank you producing such a well-rounded story on this critical issue, Munmun, Esha and Vice Asia Team! This was insightful! It was evident for the problem to find its way out from Punjab to a neighboring state and Himachal being an obvious place. Rooting it out from one city & state would not solve the problem in its entirety. However, any effort made by law enforcement and civic authorities (healthcare, rehabilitation, etc.) is a great step forward.
    I really liked the part where the addict-turned-counselor rightly suggested "We should help the people in this problem instead of dismissing them, ignoring them and sigmatizing their problem with labels such as 'nashedi', 'charsi', 'bekaar'!" As a person with depression & anxiety of over 4 years (with suicidal tendencies, and an attempt as recent as last Sunday) I completely empathize & relate with this sentiment because even my condition was & still is stigmatized by many including close family and have been left alone & abandoned. (Even though I have never and will never consume drugs or abuse alcohol in any capacity)

    I am from Punjab , I used heroin from 2010 to 2016 ,I started from sniffing and stop at injection,now I am living my life in Europe .from 2017 I didn't use any type of drug and opioids..I was lucky , but when you are using this shit you are just thinking about one day,next morning you have to prepare money again for your need,the main reason is our community ,if someone doing this they will not help him to recover ,they will treat him like a criminal ,the user will do this again because of guilty, addiction, unemployment, ..... thanks

    This is a very great effort from vice to shed light on this topic, but the ground reality is that the police department is only interested in catching the supplier, the addicts need to be reported to proper authorities and need to be taken care of.
    In bigger towns of Himachal like Solan, Shimla you hardly come across a guy who doesn't shoot or inject heroin, rail roads are filled with ruins of aluminium foil and burnt notes.
    We as a society need to address this issue, schools need to play a bigger part in this topic as most users are either minors or young adults.
    Boys who are out of rehab can hardly go a day without using any other opioids.

      Addicts need a real future and treatment and a reason to live. The idea that the police will save them is a fantasy, most of the police are incapable of even fathoming what true rehab looks like.

      @@Big1nz we have too many people, if addicts are not even worth saving just prison them and make them do work. Idc whether ethical or not, we are literally at our limit and their is not enough resources and time to cater to every individual addict. Issue an ultimatum, if addicts listened, good, if not then show them the wrath. Publish everything on media to show how addicts are being dealt with.
      All these goodness, rehab etc. work when conditions are normal and their is no excessive burden on systems.

      Its not the mountain thing but its the international border area’s that are near afganistan (the largest producer) pakistan and in the NE BURMA- it comes through morey the border between manipur and burma mostly supplied but the terrorists army who has a check gate towards burma in the border area then it reaches manipur and from there neighboring states targeting the most developed cities like guwahati, i’m a recovering addict too i used for 15yrs likewise since punjab has a strict law now they are targeting himachal..

      Also its just 500rs a gram here and its 5000 in himachal or punjab so just imagine how easy and available its here to get hold of it.. addicts don’t buy grams here anymore cuz its more expensive to buy a gram for 500 they go for a paket that way u spend only 300rs per gram so imagine its cheaper than booze thats the major problem here there are lots of rehabs here now but its just getting easier and easier besides the law is weak even booked with NDPS pedlers get out in a month and start pedling again without rating out there source cuz they wanna do it again.. once the supply chain is broken and deman thru rehabilitation only then 50% can be reduced just imagine 50% will still remain no matter wat..

    Awesome.. We need more content like this for youth and users in Himachal to create fear and show what they have been missing on and and what all they could lose by being a user. I am from Shimla and have my self seen the usage shoot up just like the drug itself.. Good thing is that in the past 4-5 months the HP administration has really gotten after the crisis and the Police have broken a lot of supply chains and if not, weakened them and have created a fear that the supply has really gone down, which is automatically reversing yhe usage habits of a lot of ppl, due to either unavailability or finances. By March 2023, the police had nabbed close to 317 people in Chitra related cases in just 3 months. This needs to continue and Initiatives and content such as yours needs to grow in volume and reach. Kudos to you for this. One subtle feedback though, only if you could also have this dubbed to Hindi, would make it easy for a huge lot.. Thanks and please carry on with such initiatives..

    I am an ex addict. But my parents love and affection helped me to get out of it. To leave substance you only need love and support and facing real life which end up a person to willingly leave heroin or any substance. If you try to do it forcefully nothing will affect the user. You need to gain the trust of an addict and vise versa.
    I too went to a college in himachal and ended up consuming it and i finally quited after 3 times quiting and again becoming and addict. The simple way is you need to have greater purpose than it and you will automatically quit it. If you think just being abandoned will help it really don't. It's a mind game like phsycatrist said its all in our mind which urges us to again do it. Obviously it's a physical pain too but its for 1 week maximum but mind takes years to recover.

      I think people often look up to those who seem to be fullfilled with happy feelings, the aura of prosperity, and are open to their influence therefore.
      Someone with numbed feelings at least doesn't radiate painful feelings, people often seek to avoid and therefore might look like someone to look up to.
      You can have (at least shortterm) positive feelings you otherwise are unable to experience normally.
      The pricetag is often hidden until its too late i guess.
      Its a vicious trap unless people are very well educated by people who they really trust in life.
      Pain is a part of life.
      It hits you sooner or later anyways.

    I hope India gets a control over this drug situation. I live in the US. Opioid crisis is one of the things affecting the population here. People die of overdose of painkillers as well. This is gonna spread like anything.

    2:30 It's sad and amazing that despite having personal experience with opiod dependancy this person can't do the math that a heroin user won't stop when bad things happen to them like the death of a friend, poverty and even homelessness they will and can stop as soon as enough good things happen to this person on a regular basis.
    Everyone I know uses medicine to feel better, I've never encountered someone that uses yo feel worse. As soon as most of your happiness and sense of belonging comes from your life and the connections you have to other people and less- to non-harmful activities like a job or a hobby the higher your chance becomes to get clean if that's your goal. Being clean isn't for everyone and I definitely support giving out diamorphin, Cocaine, meth or other amphetamines and pretty much everything that's used to alter one's consciousness and sold on the black market over pushing only abstinence based therapy.
    We've got a long way to go and people ignorance doesn't seem to be in decline.

    hiee ESHA maam . i am brown sugar or heroin addict . whatever word makes you understand - as you said that chitta you get for 100 dollars in himachal matlab 7k as per todays $ prices - that must be one gram . where i stay i buy it for 80 rs a pudi it comes in miccrograms .... i dont inject nor i use foil paper ... i use it in a tobacco and make joint out of itt .... its like you are smoking tobacco rizla/joint with brown sugar added to ittt ..... i work in an automobile company at a good post .. after work i atleast have 2 joints every day .... in himachal you call it chitta ... where i stay we call it pudi - brownie - paya .....

    Watching these doco's from all over the world & the problem with drugs is really eye opening. When i think of drugs, both the dealers & users i don't imagine countries like India, i immediately think of countries in North & South America. Obvs with the South American drug cartels along with the Mexican cartels & the smuggling into the US. I'm not trying to discriminate or put down any other country, but i think with the amount of coverage/doco's on drug use in the US aswell as the amount of coverage/doco's on Mexican & South American cartels pushes focus away from other countries across the world. So it's actually quite interesting to watch these doco's about other nations & their drug issues & what's in vogue in each country at that time. It's never the same one drug affecting every country at once. Seeing what different countries Governments whether local, state or federal aswell as the police do to try & tackle drugs is interesting aswell as each country has a different idea on how to win the battle but there will never be a win, ever, they can fight as much as they like but drugs will never be rid anywhere

    I can relate the same situation in my state , Uttarakhand. The illicit liquor and some sorts of cheap addictions have taken a big toll over the Uttarakhand too. The authorities are doing their best to prevent the business but Sharing an international borders with two countries and longest border with UP makes situation worst than imaginable.

      True and all this stuff have reaced even to deep hilly districts of Uttarakhand. You cannot get proper medicine in these areas but you can get heroine and other drugs without any trouble.

    Really great doc, I am from shimla, himachal pradesh, 19 y/o currently and I myself have seen lives get destroyed because of this, I've lost friends as well, this is a really serious problem, even more serious than it already looks in this video, every other person of my age in shimla is addicted to heroine and probably 9/10 are addicted to hash.

    I'd visited many years before. One of the most beautiful places I had visited and up in the mountains, it really does look like a country in Europe. The people were also warm and nice. Sad that this has and is happening.

    As an Indian-American drug addict I have recently joined Refuge Recovery, a Buddhism-based voluntary program, which helps end suffering from addiction. Meditation really works. I hope India's addicts can remember their intrinsic human worth and find supports to combat their addiction. So sad to hear of this epidemic in my Motherland. In America drugs have been a social crisis for decades and rehabs proliferate. 15 beds!!!!???

    Feeling isolated and unconnected to family and social greater society is a larger trigger of addiction than anything. Be careful if you pressure family to take on the $$$$ greed,-social climb,- never content with life mindset.
    Addicts are someones family. Treat them like people.

    I'm from Pathankot and the addicts from my city goes to channi on a daily baisis 2 or 3 times for scoring.
    There's 0% decline in heroin business in channi and i think its never going to be.

    there is only one way to break this cycle. Legalize it and register addicts. Also coax them into functioning addicts and then finally detox them. If the money goes away then these drug peddlers are done for..

      drop the "then finally detox them" and you're right. Legalization will have addicts still, and that's ok. Safe supply means less deaths. That lets people get stable, and with most hardcore opiate addicts they are simply using to feel functional, they can tend to their lives. If we cut safe supply, fentanyl will be what takes it place.

    only 3% of the population there get to go to rehab (are lucky enough to live/get treatment). this guy ended up there 9 times (after relapse) then working there. Need him to sit down at a blackjack table with him bc he's prob the luckiest guy ever.

    Perfect storm. Rising unemployment. Unfamiliarity with drug and addiction culture. Proximity to a supply route. Public stigma involved in accessing rehab facilities is high. And clear sign of political & business backing, which is the most insiduous element.
