Yes it does. More of the resources you're carrying the stronger the effect it gives.
Note: it has to hold atleast 20 of the resource to make the effect

Just use flares, their death dmg is much better and they are faster, the only reason not to use flares is if there are a ton of air only turrets and no ground turrets
