Note 9's temperature after gaming shouldn't necessarily be lower than S9+. The important factor you need to check is, whether Note 9's processor manages to run faster at same temperature.
It's a heat pipe, so it's better at distributing the heat away. Doesnt mean it will be cooler, but in theory it should cool off quicker.

Just ordered my note 9 finally, upgrading from S8+. Sprint had a special that made it $15 a month for the phone fee, I'm paying $25 for the S8+ so this is actually cheaper.

I hear the S-note app is returning with the note 9. If this is true it is the greatest news aside from the bluetooth in the S-pen. Stepping the standard memory up to 128GB is awesome too, but still comes in 3rd to the bluetooth pen and S-note sense the note already has expandable memory.
Now they just need to bring back the IR blaster.
just bought the Note 9 to replace my Note 3 that I've had for 5 years......the Note 3 is still running great, but slowed way down because of lack of space....so I got the Note 9 and it's like walking around with a mini laptop ...it's pretty amazing, but like he said at the end, get a case because it's like trying to hold an ice cube covered in motor oil
