Perhaps nowadays we have better definition cameras to zoom right in but all they can do at the time is confirm that the fieldsman caught the ball and had control of the catch, if his foot touched the boundary or not it makes no difference either way.
Fieldsman has always been able to touch the boundary, its only when they go over it then its not out. When they had fences the fieldsman could lean against the fence to take a catch, its the same with a boundary rope or marker. The umpire has no choice but to give benefit of doubt to the fieldsman once he has asked the off field umpire, if neither umpire can confirm the catch was illegal thats all that can be done.
