I think having the conversation between Larys and Ironrod right next to the scene of Aemond sending the Drunkingsguard to the Wall, showed how carefully they need to handle themselves and any information if they don't want to end up at the Wall themselves. At least it explained Ironrod's hesitation to me. I'm sure Larys just didn't want Aemond to have this important piece of intelligence (for the same reasons though?).
I think the reason no guards (that weren't literally in on it) or anyone in Kings Landing noticed all of the Dragon Seeds leaving in a little secret gathering is because the royals/ the Greens have WAY too much going on in the red keep right now they are extremely distracted with things in front of them. Also since the smallfolk of Kings Landing are going hungry and being neglected, why would anyone suddenly start paying attention to them enough to see them sneaking out?
I think the way they shot Aemond below Jasper and Larys is cause they see the council, as the ones who influence the choices and decisions of the king and as the people truly in power, and they control the information that influences those choices, they also see themselves as able to eventually push admins out and by proxy having the ability to shove out anyone of power if they try.

I think the dragons DO give a sh*t about the blood, but like Jace said the whole "Targaryen-only" thing is a PR thing meant to elevate their dynasty above all. The Velaryons are, next to the Targaryens and the Celtigars, one of the houses with the most pure blood of Old Valyria. So it doesn't need to be Targaryen blood, but it should probably be Valyrian blood, BUT on top of that the rider's character also has to match the dragon, like we've seen with Hugh being brave when faced with the Bronze Fury.
I liked the scene where Larys and Ironrod stood above Aemond, watching him dispense justice. It felt cleverly structured in a sense that those two men, elevated to their positions knew (and witnessed) how others who were also only recently close buddies with royalty are now heading to the Wall, and Larys even says "Perhaps some rumors are best left for the wind" to land it home even harder that they're aware how fickle the fate can be if one is careless.
