The Budapest Memorandum on Security Assurances is a political agreement signed in Budapest, Hungary on 5 December 1994, providing security assurances by its signatories relating to Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons. The Memorandum was originally signed by three nuclear powers, the Russian Federation, the United States of America, and the United Kingdom. China and France gave somewhat weaker individual assurances in separate documents.[1] The memorandum included security assurances against threats or use of force against the territorial integrity or political independence of Ukraine as well as those of Belarus and Kazakhstan. As a result Ukraine gave up the world's third largest nuclear weapons stockpile between 1994 and 1996,[2][3] of which Ukraine had physical though not operational control. The use of the weapons was dependent on Russian controlled electronic Permissive Action Links and the Russian command and control system.[4][5] Following the 2014 Crimean crisis, the U.S.,[6][7] Canada,[8] the U.K.,[9] as well as the other countries[10] all separately stated that Russian involvement is in breach of its obligations to Ukraine under the Budapest Memorandum, a Memorandum signed by Sergei Lavrov,[11] and in clear violation of Ukrainian sovereignty and territorial integrity. Russia, however, argued that the Budapest memorandum does not apply to the 2014 Crimean crisis because separation of Crimea was driven by an internal political and social-economic crisis. Russia initially claimed it was never under obligation to force any part of Ukraine's civilian population to stay in Ukraine against its will.[12]
In a war like this where Ukrainian forces are fighting a Ukrainian separatist force it's a completely normal thing to stop someone who is walking in a strange way. It's the same in the middle East you really can't tell if someone is innocent or if they are someone who is part of the peop your fighting
Literally have a reporter behind them, filming the entire interaction. In a war zone, not sure how you'd operate a security force differently. Ukraine had a huge problem with civilians working as artillery spotters, saboteurs, recon etc. We already saw how many police officers were supporting DNR and Russia in the area.
I really hope the dispatch makes it to 100 episodes. I want it to stop (the conflict), but the dispatches have been so amazing and eye opening i hope they keep churning them out. Hope this earns Vice some award as well.
In this dispatch, VICE News travels to the village of Chermalyk, located 20 miles north of Mariupol, where Ukrainian forces are preparing the defense of the city and using volunteer-made drones to gather intelligence on separatist positions. I always consider Vice News to be impartial and objective when delivering their documentaries. A persons opinion is the person's opinion, yet when it is incorrect, I would expect Vice News to clarify these matters or not even show them. Comparing Ukraine to Palestine is a statement which should have caused the reporter to interfere. (Mariupol resident statement at 07'49") Both countries are fighting for their sovereignty, yet atrocities and support are different from each other. In Palestine, there is no direct support from the 'Western Countries' to be seen, yet Ukraine is being supported by the Western Countries.
Some guy jumps out a car, with his face covered, and he is armed!! What do you think most people would do? they would fricken run away! if they dont have anything to hide, why do they wear a face covering!?
Maybe because its SOP to conceal your face and name when in an active combat zone, the US doesn't even allow its soldiers to talk to reporters unless strictly authorized in combat zones
WHERE IS Simon Ostrovsky! I really don't like this current reporter. He simply has a sooo obvious stand on this war and only favor news from Ukrainian side, almost ignore that being painfully honest and neutral is the reason why we watch vice news in the first place.
Still I WISH he will do this series again, No one in the vice team know Ukraine better than he does.I know he was kidnapped but it is a common risk for every battle field journalists, hope he has the courage to return. You should know even the main stream media like BBC has standing reporters in Donetsk, which shows the risk there is controllable.
Thank you Vice! I love this series and make sure to watch every episode. I do want to say, however, that the cameraman needs to be careful not to compromise the Ukrainian defensive positions by posting too much footage of it on the internet. I'm sure the DNR and the Russians watch these videos as well!
When somebody claims that something is truth without providing evidences and other points of views this is propaganda. There is no evidence of Russian regular forces in this conflict provided by Vice as well as no data about executions of captured rebels by Ukraine volunteer battalions and examples of Nazi propaganda for internal use in Ukraine. And this data is provided by official youtube channels of those batallions and in Ukrainian Mass Media. The rebels are not ideal but Ukraine forces are not ideal too. However Vice tryes to make them look as ideal fredoom fighters. That's called propaganda. And that sucks.

Wasn’t Crimea part of Russia and was given to the Ukraine by one of Russian presidents without asking the residents if they wish to become part of Ukraine.
Yes, Crimea was always part of Russia. Soviet premier S Khruschev handed it over to the Soviet Republic of Ukraine (which was not an independent country) in 1954. There was no discussion or reference to the population of Crimea and the handover was an illegal act by the Stalinist government. The Russian premier was himself a Ukrainian and did so for personal reasons. After the fall of the USSR, the local Crimean parliament held two referendums to return to Russia but both were ignored by the Kyiv government. It was only after the illegal coup by fascists in Kyiv backed by the USA that the Crimean parliament again voted to return to Russia that the overwhelming majority of Crimeans were backed by Russia and the Peninsula was returned to the Motherland. It was NOT an annexation but a democratic decision by the people. Russia always had a standing military force in Sevastopol of 25,000 personnel and did NOT invade. The legal standing force simply asserted its presence. As the threat of attack by the fascist forces was a real danger the population was quite within their rights to act. The population of Crimea today is safe from attack unlike their comrades in Don Bas who have been murdered by the Fascist Azov forces from Kyiv.

SirVixIsVexed Whatever you say man, the only reason various countries would fight for the side of Ukraine is for *money* as mercs or as extremist fascists. You've got rebels saying that they feel they have fought half of Africa because of all the black people they have fought which have never been in Ukraine before. People from around the world want to fight for the rebels because they are some of the only people strong enough to stand up to the guard dog of the IMF: NATO. Some of the peoples fighting for the rebels include Russian, Chechen, Greeks, Ossetian, Polish, Hungarian, Serbian, Latvian, Belarusian, Uzbek, French, Italian, Spanish, Armenian, Jewish, Colombian, Brazilian, and even American in international battalions. You *clearly* have absolutely *NO* idea of what is really going on there do you?
SirVixIsVexed I don't watch RT which itself caters to a Western audience. The separatists are true rebels, which stand up for what they believe in and are observant enough to see that they are fighting the right fight, protecting their homes from people who actually identify as nazis. If the rebels were shelling their own towns then the citizens would long have realized this and you would not have pictures of entire columns of destroyed Ukrainian armor in the middle of open fields. Maybe you would care on filling me in on the diversity of the Pro-US troops who blindly fire at civilian areas with ballistic missiles, MLRSs, and aviation. You think the US didn't cause any people to join the other side after being responsible for over a million dead civilians and ruining the land with depleted uranium munitions in the middle east?
SirVixIsVexed Also, who the fuck are you to speak for literally all of Europe and the western countries as a whole? Anyone with access to the internet can find out for themselves the level of Nazism which exists on the Ukrainian side.
"Hey look, there is a guy over there walking + AND HE IS WEARING SWEAT PANTS! Calling all units, dangerous terrorist spotted, proceed with extreme caution. Live ammunition is authorized."
1:14 Just because I've assembled some parts to complete my IKEA coffee table doesn't mean I am an engineer who can make my own parts from scraps. Let's be real, the Ukrainian engineers and electricians didn't make their own unique surveillance drone.
It's funny when people say Ukraine is trying to eliminate the Russian speakers on its territory when the most common language seen in this video is Russian.
The last several vice news on Ukraine had frustrated me as the english journo basically followed Ukr. soldiers around and got their rather obvious thoughts on the situation. It's exciting to watch bombs fall near a journo/soldiers but it actually doesn't say much beyond the obvious. It was good to see them going back to the other side. Beyond the political moves and dogma of the big fish what's most interesting to me is how the local peoples and community are feeling and reacting - and these are the ones having to live with this war. I hope vice gets more coverage of the pro russian areas and talks to the people there. Putin and the DNR leaders may be cunts but the people in the eastern/southern ukr. areas have genuine reasons for preferring them over the foreign western leaders of their country. And they are the ones suffering as much as any.
The drone 'made from a scratch' we see in the film is actually a well-known rc model - multiplex easystar. So perhaps it's made 'not so much from a scratch'. Just sayin
correction, a ceasefire was announced after summit talks from russia ukraine france germany and no us. so why would they even think of sending weapons over.
Seriously, if you do some good research you will see that the Ukrainian army has suffered much lower losses and the Separatists who have made advances because they have been directly supported by Russian soldiers. Already around 700 Russian soldiers have died in Ukraine. The Ukrainian military is directly fighting the Russian army at this point and mercenaries who are bing paid. Very few of the Separatists are actually from the DNR and most or simply paid mercenaries.

You know im really tired to tell you about eastern ukraine im tired of sending links on videos of the beginning of this conflict and how civilians blocked ukrainian tanks by their cars and how ukr army shooted them. I dont know why VICE dont show how ukr army shelling donetsk with fosphor misslies. Whu vice dont show how caplured ukr soldiers treated in Donetsk. Or how their living in donetsk. You guys all brainwashed and just dont want to search information because its really good position to blame russia in everythig
At the beginning of this conflict, armed men with no insignia occupied buildings in Donetsk and Lugansk.Later proclaiming themselves to be the military of the DNR and LNR,later to be unified under "Novorossiya".THAT is the reason for why they were countered with guns and artillery. And about those civies blocking Ukrainian tanks, they just wanted to live peacefully. In fact,a stunning minority of people living in Donetsk or Lugansk sympathize with the "rebels. They just want to be left alone, without having to hide in their basements from artillery,no matter which side it came from.

can anyone tell me the use of the metal pipe that is stood up and welded together around all the villages. Check in the background at 2:14. I've seen them a few times before in video from the conflict. don't understand...
I have a question for Russian citizens: Wind the clock back a year ago or so when this whole conflict began, and any Russian will tell you that there was no Russian military support present in the region. Since then, Putin has been involved in numerous relations with Ukraine, namely things like the ceasefire that was announced for the 14th of February. So my question is, if there were/are no Russian forces present in the region to begin with, why does Mr. Putin need to be involved in any of these actions? In other words, was your government lying before, or are they lying now? Just want to get all the facts straight.
"see the way that guy is walking and he's wearing sweatpants"....... so suspicious, stopping and searching innocent civilans with absolutely no evidence. Give a fews guys some guns, something to cover their face and a fancy badge and suddenly they think they have all the power in the world.

ArmyStrong UA I still dont get it. MiG's, Frogfoots, Mi's etc.. Thats why countermeasures where invented. And if I remember correctly, they did some rocket attacks way back.
Recently there hasn't been any videos from the separatist side on Russian Roulette. I'd really like to see some. Now don't get me wrong, I am all pro Ukraine, but I want the channel to stay unbiased. I want to be able to advice this channel to russians here in Moscow as an objective source of information. Simon regularly did videos from both sides. And the last three videos were made from ukrainian side only. People who know nothing about VICE can get the idea that this is propaganda.
OK so have a think for a second. Why might Western reporters find it difficult to visit DNR forces during an active military operation? Clue: earlier on, before it became an open war between Russia and Ukraine, which side was always trying to get the Vice reporters to stop filming?
why these people at the end of the video without any out rights or legitimate reason to stop and search people and cars? What is this mess? Considering how much these volunteer battalions robbed, beaten people, I do not understand why they are not prohibited.
So sad to watch this, since Mariupol has been devastated by russian forces. Please, all you claiming this is all nato and washington, please wake up. People are dying and you cant see it. Ukraine has the right to choose its alliances, it has the right to decide its destiny. Slava Ukraini

Russia supplies them. Simple! just like the Russian people.
"Hey look, there is a guy over there walking + AND HE IS WEARING SWEAT PANTS! Calling all units, dangerous terrorist spotted, proceed with extreme caution. Live ammunition is authorized."
Good documentary, but very biased
1:14 Just because I've assembled some parts to complete my IKEA coffee table doesn't mean I am an engineer who can make my own parts from scraps. Let's be real, the Ukrainian engineers and electricians didn't make their own unique surveillance drone.
You could get arrested for having this bullet. Piss off dude those kids are living in a war zone.
It's funny when people say Ukraine is trying to eliminate the Russian speakers on its territory when the most common language seen in this video is Russian.
Fuck the subtitles, I just want to watch this beauty! 7:15
They should make a x-box live battalion. I bet they would fly the drones better.
inb4 putin shills
here they come!
nice camera array on the drone
finally the truth. good job Vice!
Good joke! :)
@@doodskop89rs how?
What I want to know is have these volunteer police dudes ever caught any guilty people...
You know,I'd much rather have a gun and not need it,rather than need a gun and not have it.
The drone 'made from a scratch' we see in the film is actually a well-known rc model - multiplex easystar. So perhaps it's made 'not so much from a scratch'. Just sayin
Its not a multiplex, its a Chinese drone
correction, a ceasefire was announced after summit talks from russia ukraine france germany and no us. so why would they even think of sending weapons over.
What happened to the Azov Battallion? Are they still a thing? :D
They're still around supposedly no longer Fascists or right wing.
Yes, these fascists are still murdering people in Don Bas.
Ukraine, Belarus and Russia use to be 3 sisters and Ukraine is like the sister who turn prostitute and sold herself to the west.
and this said girl from 'western' mexico, how much have you been paid for this comment?
Timoha Stecyk shut the fuck up slave of the west
go fuck yourself
And my profile photo is a russian soldier
Timoha Stecyk We, russians internet kremlin Putin's bot army soldiers, have salary in one blowjob from Ukraininan prostitute per comment. Have a nice day, comrad.
Its good to see both side of this. It really shows the atrocity civil war. When country men kill each other and no one is safe.
0:50 the symbol on that man's chest is the symbol of the SS Galizien division. Go ahead, try and argue that these people are not nazis.
***** And most of them seem to be concentrated in the UAF
Its more likely that not some kind of a Swedish marking. 3 crowns usally represents Sweden. And btw, its very ironic that you call them nazis. Becuase the marking that is in ur profile picture is used by NS alot.
Mats Jelzin Just google "ss galicia division symbol" not to mention Azov battalion who use nazi black sun and 'ss division Das reich' symbols.
MrRussian19 I wasnt denying anything. Just pointed it out
Mats Jelzin You said its probably a swedish marking, its not. its the symbol of the ss galicia division. The ukranian army are nazis and its undeniable.
Just a side thought, anyone able to tell me just how inaccurate those GRAD mobile launchers are?
Well, they do have reported 40 km ranges to some of the missiles, which means that they need to be fairly accurate to have any sort of viability at that range, even when firing at entire cities.
When the Ukraine made a coup, it erred by not giving guarantees of life to the Russian speakers. If I lived in Donbass I would defend my land as wel
Fun fact, the total BNP of russia is smaller than the total BNP of italy.
Why did I go to the comments section on the Vice channel? I have no idea....
Ngl, building drones volunterely is pretty amazing. Like what the fck
I actually went to aircraft modeling club as a kid when I was living in ukraine, made my own AC-130 out of piece of wood. Not that it was a drone, but there were capabilities to make one, and if I chose to stay there... which I didnt
i have many Russian friends here and they call this a complete american propaganda.
going by the history of america, i have no reason to doubt my Russian friends.
okay.
Monsignor does america not put its nose virtually everywhere?
what did it do with vietnam, iraq, syria, afghanistan??
dont always go what the american funded media shows. be a bit critical..dont portray russia as evil..just because someone in washington wants so.
So basically you are unable to form your own opinion. Got it.
Neeno Brown what makes you say that?
i do make my own opinion..and for that i dont rely on american media houses..i discuss with the people who are on the ground and then i arrive at my opinion.
***** it was the USSR that went, not russia..next..Afghanistan was still just a neighbor..america invades even other continents.
Good luck Uckrain!
You and your brave people will need it if Russia intervene directly.
You know im really tired to tell you about eastern ukraine im tired of sending links on videos of the beginning of this conflict and how civilians blocked ukrainian tanks by their cars and how ukr army shooted them. I cant understand why people think that their are terrorists. How it could happend that civilians became terrorists.
When the Ukrainian army shot them and stuff that's because they were fighting for a new president which they got. Idiot
Sounds good to me.
Vice come on. Those are Chinese hobby grade drones that come pre-built. Very little work/experience required to get one functional
Russia will win this ,, God Bless Russia FROM American
MAGA sellout. Move to russia then. Go live in a buryat village.
God only blesses peaceful loving Russian civilians.
God doesn't bless Ruzzian vermin warmongers, terrorists, rapists, and murderers infesting Ukraine.
@@steveerossa how do you even know they're pro Trump?
@@28ebdh3udnav they are the ones who support putin.
The funny thing is that he considered Palestinians as occupiers and the occupiers as the legit civilians!
Even though i love Ukraine but this is a smartely brainwashed guy
"See this bullet here kids?"
"Yea.."
"It's still active. Do you know you could get arrested for this?"
WHAT...THE...
and you wonder why there is a revolution.
Don't launch drones from outside a village, you'll only make them a target
those drunken Russians(of DNR) couldnt hit them if it was on ground.
So, in Ukraine you can get arrested for having an unused bullet on you?!? It's at 5:06. That sounds like New York.
"and he is wearing sweat pants"
no shit, GET UM!
so your telling me that a bunch of Ukrainians can scavenge parts to make recon drones like that yet north Korea is essentially flying rc planes with crude cameras on them?
They bought and assembled an RC drone from China, they didn't make a drone from scratch
Was expecting the drone to go facedown into the dirt .....
can anyone tell me the use of the metal pipe that is stood up and welded together around all the villages. Check in the background at 2:14. I've seen them a few times before in video from the conflict. don't understand...
unfortunately those can be gas lines and other important utilities that's how they are there . I'm from the u.s so I'm not used to seeing those either
Ты за себя расскажи, как украинские нацики обстреливали ракетами Донецк и Луганск.
Canada has sent thousands of first aid kits, coats, boots, financial assistance, & radar satellite images twice a day.
Ukranians looks like such good people.
9.56?
People with skimasks just stopping a man for fun? I doubt the people want this,
Who are the DNR?
***** Oh yeah? Russian proxy, right? You really should stop smoking marijuana or any drugs you're on.
i thought it was the patrol police for Ukraine :O
Jürgen Dietrich Did FSB agent "Strelkov" not mean anything to you?
The drone is a bloody FPV raptor. It is a hobbyist product.
Keep on fighting ukraine.
"see the way that guy is walking and he's wearing sweatpants"....... so suspicious, stopping and searching innocent civilans with absolutely no evidence. Give a fews guys some guns, something to cover their face and a fancy badge and suddenly they think they have all the power in the world.
They should also do one of this for sriya..
Why don't fucking Vice visits fucking Donetsk? Or Pervomaisk? Or Horlovka? MAAAAAAAN.
***** Very funny.
It's true, you must be new here but a Vice journalist was captured, beaten and thrown in a dark basement for a few days by the DNR previously, they haven't been real keen on going back there since.
AshyLarry I would do the same thing. He's a two faced bitch.
***** At least you understand now why it is so hard to report from the separatist side.
AshyLarry When one tells lies about you i bet you would be mad aswell. VICE really talks a lot of smack without any proof.
Drones after drones and Grads after Grads. Dont they have airforce?
ukraine was abiding to the creasefire by not launching aircraft...
Yes, but DNR uses Russian anti-aircraft defenses
There is too high density of AA weapons. Any aircraft will be shot in no time, just like mh17 was.
ArmyStrong UA I still dont get it. MiG's, Frogfoots, Mi's etc.. Thats why countermeasures where invented. And if I remember correctly, they did some rocket attacks way back.
TheGreekSpawn internet general )))
Funny - i have exactly the same drone - the "FPV Raptor" haha
No intro for the woman speaking at 7.10 but from previous reports I have seen (Vice and other) she is the Mariupol pro Ukraine militia leader.
This is an excellent report. I so like Vice news.
A home made drone my arse,
Recently there hasn't been any videos from the separatist side on Russian Roulette.
তোর মায়ের #হ্যাঁডাঁ "!❤️
OK so have a think for a second. Why might Western reporters find it difficult to visit DNR forces during an active military operation? Clue: earlier on, before it became an open war between Russia and Ukraine, which side was always trying to get the Vice reporters to stop filming?
why these people at the end of the video without any out rights or legitimate reason to stop and search people and cars? What is this mess? Considering how much these volunteer battalions robbed, beaten people, I do not understand why they are not prohibited.
You dont have to be anti russian to be pro ukraine, you only have to look at a map to understand that...
So sad to watch this, since Mariupol has been devastated by russian forces.
Please, all you claiming this is all nato and washington, please wake up. People are dying and you cant see it. Ukraine has the right to choose its alliances, it has the right to decide its destiny.
Slava Ukraini
This is really sad reading the comments where east and west fight over each other, though we are the same human ;( I tought we could be better.
They relate themselves to the Israel - Palestine situation! Such a lunacy is possible only when your situation is dramatically lost.
I build these things to fly...and I can assure you that this is a American drone not built by a Ukrainian
I still don't get why the Ukranian army isn't using it's full force they have around 950000 troops ready to fight
Those drones ain't handmade man. That's direct supply from USA
you can buy those on the internet
Nice Orwellian police Mariupol has now. Yeah these are definitely the types we want as EU neighbors...
Its clear to me that vice took pro-ukrainian side in covering this conflict. Vice stop propoganda
>civilian army
i kekd a lot
are those people serious?
Why guy on 3:20 keeping his finger on the trigger? Dangerous.
The village occupied by the Ukrainian military, visually distinguished from the villages of the "separatists". Damage less. Isn't it?..
