I think the problem with the refinery targeting in Red Alert compared to Tiberian games is that the trucks dump off the ore so fast that as long as there is one up, they'll be able to get plenty of money in bursts as long as they can keep putting them down. And once there are 2-3 refineries up, there's plenty of time to queue up a fresh one.
Yeah, I definately think his mistake here was targetting the refineries over and over again while ignoring the ore trucks. It was getting to the point where every time a new refinery appeared, 5 or 6 ore trucks were ready to unload and he could afford to just keep rebuilding them while spamming out more tanks. He would have been in a lot more trouble if kept on the defense with no ore trucks alive...
This just proves that the game favor defence over offence as there really isn't that deep unit variety to make counter plays just spam tanks and slug it out. The game is pretty stale, and that comes from someone who used to love this.

They're cheaper than Medium Tanks, very fast movement speed and spamable in numbers
