I think Saruman never planned to give the ring to Sauron. There's many points in his lore that imply this, like that he studied the nature of the Rings of Power for a very long time before the One was found.

Saruman would have been stomped by the witch king's army. The reason why Saruman was a threat to Rohan was because of the discord and compromise of Rohan caused by Saruman. After the battle of Helms Deep, Rohan reassembled, with much greater might. Theoden was more determined and that's why the Witch king saw him as the primary threat. Saruman's armies wouldn't be able to defeat Rohan in an open war. And Eomer on the Pelenor fields made ready for a last stand when the Corsairs arrived.
Theoden at Orthanc remarked that Isengard is but a finger of the claw of Mordor. Gandalf said Isengard was no match for Mordor unless Saruman had the ring.
Fun fact. : Eomer started the "death" chant after he saw his sister dying on the battlefield.

Sarumon couldn't make uruks without orcs so he would have to join at first and betray sauron. Would be interesting to see a what if though
Pretty sure saruman would've kept the ring if he got it
