It’s normal for that as pilots have to go through a long checklist before and after landing so spoilers are a bit later on the list hence the delay

Why, on a landed plane, slowing for taxi, would the spoilers even matter, is the way I look at it. Their job is done once the plane is sufficiently slowed, they can be dealt with later…

This is ANA. You can see the Flag of Japan on the top of the wing towards the edge. Thats Haneda Airport in Japan.

Yes all the control surface movements are normal here and that is how they work.. this is a smooth landing..
