Here's another angle on the Thrawn / Tarkin / Vader spot, maybe The Emperor was pointing out he would have normally left the Rebels to either Thrawn or Tarkin, so that Vader could focus on Sideous's ultimate goal in finding Luke was to turn him to the dark side, but secretly he wanted to replace Vader with someone he could mold into what he hoped for Vader before his incident on Mustafar.
Vader is an awesome badass, but he brings too much personal emotion to every fight. Thrawn brings little to no personal baggage with him to the War Room. Anakin failed as a Jedi because, feelings. Vader failed as a Sith because, feelings. Had Vader never fell in love with Padme he or Anakin could have been a supreme battle strategist. He was great at strategy anyway, but without the emotional baggage, unstoppable.
His emotional baggage is what made him unstoppable, as it fueled his power in the force. I genuinely think that the only thing holding Vader back from becoming the most powerful being in the entire Star Wars universe was his suit.

Everybody is talking about Trawn, but i think that Tarkin is soooo underrated. Guy is survival and hand to hand combat expert, great planner, leader, hunter, and a good pilot. He's kinda badass... (im not saying that he's better than Trawn tho).
