What State College, PA looked like in the late 1940's

A short 8mm movie I found and transferred to digital giving us a look back at State College in the late 40's. I don't know an exact year, but this is the 4th of July parade. Please comment if you have a better guess or know for certain when this was filmed.

Toward the very end at 1:02, I think i spotted the color guard of the State College American Legion Jr. Drum Coprs (a national champion in 1941). I believe were inactive during the war years and disbanded around 1953, so this might be a volunteer effort.
