Does this mean on the Kymco Spade stock, the fuel map has been enrichened up to 30%? Or would say like 15% since the stock won’t breather as freely?

The air to fuel ratio is off. It's running lean (too much air or too little fuel) in order to comply with emissions. It's pretty common for this to happen.
Those bikes are supposed to be strapped down tight for accurate dyno numbers. Also not very safe.
