if premiere dont use your GPU here's an easy fix i found: go to Preferences > Media, and Select both "Enable hardware accelerated decoding" (nvidia) > Restart
i finally found the solution, after following the complete procedure of this video, go to device manager and enable the internal graphic card, and then go to premiere pro make sure in , File > Project Settings > General pe click karo. and Renderer section mein ensure karo ki Mercury Playback Engine GPU Acceleration (CUDA) select hai. and then while exporting video make sure hardware encoding is selected then it will surely work and brightness will also be fine.

I followed his instructions and tried to render some files but it didn't work out, later I changed all the settings from the video to Normal settings and updated the driver from Nvidia and (it's in one of the steps he adds Premier pro) in GPU settings I just reset the preference. And restarted my computer. And now it's performing well than before...so my suggestion is to try in your own way guys...each and every GPU has its own process and problem..so please solve it yourself...

bro i'm following your steps but while the time of export the video. the export video file stuck around 76% ...and GPU using only 10% at the time...Cpu using 100% ! how can i solve the problem ...my system have rtx 3060 graphic card... honestly im using crack version !can i uninstall and reinstall the preimere pro? can u plz help me bro!
It increased my GPU usage to around 90% but still CPU is being used. End result is better with these settings. Thanks 😊

In some cases I think this method is not the best, Premiere pro now uses both gpu, you have to make some changes in PrPro preference tab

effects from plugins don't have compatibility with most GPUs so they use CPU instead

Not working for Gforce RTX 3050 8 Gb graphic card but it's cooking CPU more than gpu but not even utilising 3 or 4% of its power

When I render in Premiere pro then I get the blue screen of windows with the error CRITICAL_PROCESS_DIED.
It’s mostly due to extreme load on your cpu. Make sure you are not running any applications in the background like google chrome
