Premiere Pro is CPU dominant. Playback, plugins, pre-renders and exports have major role of a processor. Gpu only takes away some or sometimes half of the load and accelerates the workflow. Only the gpu accelerated effects works seamlessly.
Verdict : Powerful Cpu + cheap/integrated gpu - works fine 👍
Powerful Cpu + powerful gpu - upto 50% improvement 🔥
Cheap Cpu + Rtx 3090 - editing will be nightmare 😭
NOTE - Never trust the Premiere pro export times. Highly unpredictable and fluctuates heavily after 70%. So the export times comparison is of no use.

Get 5700g have integratrd graphics of 8 gb ...without any extra graphics card gives more good performance ..
Always try to go with latest processor and buy a processor having as much as cores.
GPUs only effect the rendering time and real time preview which you can manage easily that's not the issue.

Bro I appreciate your hard work, but I don't think your research is not complete, because Adobe Premiere Pro doesn't work smooth with ryzen processors , that's why your play black is lagging when it's on CPU...and that time GPU takes the credit..but if you go with Intel processor with igpu , it won't even need a external GPU,but it will work smoother than with processor mode only ... because Adobe softwares, specially Adobe premiere Pro is synced better with Intel processor rather than Ryzen processors...but for after effects it's better if you get a good dedicated Gpu..but even though without dedicated Gpu it will make your work done smoothly but not so get with Intel processor with it's own igpu... thanks, you can research it

CPU with multi-core processor is important than GPU. You can't edit on a PC having dual core & 3060/4060 GPU. But you can edit on a PC having i5 with 6 core or 10core only without any graphics card. I edited wedding videos 1080p on i3 8th gen without any graphics card.
