Super Mario Sunshine is a glitchy mess. Always has been. Probably one of the few Mario games that is. Can't recommend the game enough, however.

A-start: I have been falling for 30 minutes.

Based on how Mario schmooves around while holding the fifth bob-omb, I can only assume that it is inheriting the collision from one of the first four. When he walks, the game detects that he's inside of the platformized bob-omb and tries to push him out of it. As for the infinite jump, it detects that Mario is moving downwards and intersecting with the bob-omb he's holding, causing him to bounce off of it.
Glitch Suggestion: In ths DS version of Lego Star Wars: The Complete Saga, there is an infinite jump glitch. You need to play as a character that has a jetpack (Jango/Boba Fett), then you jump and press the jump button again to use the jetpack and hover. While you are hovering fire a shot from your blaster and then immediately press the jump button. For some reason you are able to jump and then use the jetpack again thus allowing you to jump infinitely. This allows you to skip vast portions of some levels, and even go out of bounds. If there is a ceiling visible from the ground then you will usually hit your head and fall down, but if there isn't a ceiling visible you can go as high as you want. If you go too high, and fall down you will die before you hit the ground even if you are over a safe platform. This glitch does tend to crash the game a lot. If your jetpack is still going when you are on the ground, it is almost guaranteed that the game will crash when you go through a loading zone. But if you change your character before entering the loading zone, you should be fine.

@@Mr_Gamer-Random I know, but the one I made up makes sense too. Except Sega would never do that, also, I'm pretty sure SMS stands for, in this situation, Super Mario Sunshine, just, you know, the best Mario game, next to Super Mario Bros. The lost levels.
It actually takes Mario about 1 1/2 hours to fall to the ground from the top of the skybox, so it might be that he was still falling and would've made it to the ground eventually.

Did you try going into first person when you stopped falling? It seems to resolve some of the glitches that happen when falling. Like when you go into that weird pose where mario lays down and fludd disconnects from mario.
Addendum an hour and some change
later: how long were you going that you couldn't fall any more? I went for 40 minutes and it didn't happen. Should I go for the all night bounce then see if I can fall then? You sure it didn't just look like you weren't falling when you really were? How long did you let it sit to make sure that you truly weren't falling?
There is a way to get infinity jumps instead of just been able to double jump.
