Strategic Code Compliance 101

Housing and building code enforcement can help cities improve individual problem properties and revitalize neighborhoods, but many local governments find the traditional approach of using civil and criminal penalties to get compliance doesn’t work-and leads to inequitable outcomes. A more strategic approach, focusing on the strategies that effectively bring properties into compliance rather than primarily on enforcement, can provide a solution.
This session will introduce the framework of strategic code compliance and outline steps toward a more equitable, efficient, and effective code enforcement system. Participants will learn the benefits of shifting to strategic code compliance; understand how this approach to vacant, rental, and owner-occupied properties; and hear examples from cities that have implemented these policies and practices.
