Delinquent Property Tax Enforcement 101: A Critical Neighborhood Stabilization Tool

  • Property taxes fund schools, roads, community safety, and other vital public services. However, the processes that incentivize property tax payment must minimize harm to homeowners and neighborhoods with a large number of tax-delinquent and vacant properties.
    Many property tax enforcement systems trap low-income homeowners, neighborhood residents, and deteriorating properties in high-vacancy neighborhoods in legal limbo. But property tax enforcement systems can and should be equitable-protecting homeowners and promoting a more efficient and effective path to transition tax-delinquent vacant properties to new, more responsible owners.
    This session will explore key elements of equitable, efficient, and effective delinquent property tax enforcement systems and offer a primer on how to determine whether reform is needed in your community. Participants will gain a deeper understanding of the connection between property tax enforcement, systemic vacancy, and neighborhood stabilization; and learn best practices in property tax system reform.
