I have been a freelance for the same company for many years and just recently gone back to school to do my Masters. This was great info to help me see that my paper resume just isn’t going to cut it anymore, well papare isn’t even used anymore. I have a LinkedIn profile but I will follow these steps since it certainly needs some work

Hi there! I think LinkedIn allows you to add up to 50 skills to your profile. I'd say go ahead and add all the relevant to your profile skills you can think of. Make sure there are least 10!

When you work on expanding your network does it mean i can add people that I don't know to my linkedin contacts? Because there are many times some random people try to add me

I definitely believe that having a custom background image on LinkedIn is key to stand out. You should remember that ithe placement of your profile picture changes on mobile and desktop are different, so make sure this information isn’t missing on any of these devices
