The person that receives the money order is the one person who signs the back of the money order like a bank check, not the person who made the money order.
I pulled this up for my sister to watch. She still did not get it and complained that YOU should have shown the actual document already filled out. Please do so next time as I had to sit with her thru the whole process again; something I was trying to avoid.

The only thing the lady at the passport counter told me to do was write “US Department of State” on the pay to line. That was it.
