You can notice something similar in the vineyards near Fort Zancudo, some NPCs trips and falls in the bridges of the zone while others goes in a straight line ramming everything in their way
Its cos they didn't code speed awareness into that road. But with it being so windy, they often end up in a ditch if the car doesn't have great handling.
Some of them are coding errors like those ones that hit the pole on a path near the beach in Paleto or the ones that stop at wrong red lights, but the rest they do that on purpose, they're coded to do stupid shit like in irl, I don't remember exactly but there's a video where they explain this, especially when the player is going fast through the city and npcs all of the sudden turn into to your path or stop in the middle of the intersection, it's coded on purpose, to annoy the player, it's a satire game after all 😂

I hate the paleto NPC's. I only go up there if I'm in a car meet lobby and someone leads us up there. Have nothing but bother with traffic all over the place

I play on PC. I see this in a lot of places like some intersections in the northside of the city. I think Rockstar's priority is on the next gen now.

I noticed that on ps4 today as I came out of the customs shop , and it's not only that cars are bashing into you at all angles 🙄

Maybe its not a bug, just npc are tired or they re getting a accident seizure or passing out like in rare cases in real life.
I doubt that, nowhere else in Los Santos do the NPC's act that way.
