We did tenders in Mykonos...they were not lifeboats, open air...very well organized and easy to find to get back to the ship, so I guess it depends what port you land.
In Cannes, we've only booked excursions through NCL so didn't have the same experience since they take off the excursion folks first. We did have a super long delay getting back onto the ship, however, the first time we did this itinerary. Having said that, the tender situation in Kotor was just as frustrating. Unfortunately, we anchored over a mile away instead of being close to the main gates, so it took forever too. The lengthy delay meant we had very little time to wander around Kotor. Then we coming back to the ship we were put onto a city-operated book that was totally enclosed with plexiglass, so it must have been 120 degrees in there. We roasted!

Definitely depends on the port and what transfer services, if any are offered. In Kotor we had an open air, but others on the cruise had life boats.
