It kept telling me I didn’t have an offering, but really the only thing you have to do is go over to the empty throne chair and press something and it will start a dialogue about the queen but the queen really isn’t ever there, even though it says meet the queen there
Very good point, which is not well spelled out by bungie. To gain access to the Queen's chambers, you will need an offering. That is gained by playing the Blind Well.
