  • Singapore Law and Home Affairs Minister K Shanmugam on Monday (Jul 3) told parliament that he rented the state property at 26 Ridout Road after deciding to put his family home up for sale.
    Mr Shanmugam stressed that he was “not making any money from the difference” in rent by living at 26 Ridout Road while his family home is being rented out in the meantime.

    After reading the CPIB report, I am more confused by Minister Shanmugam's speech.
    1) Minister wanted to sell his previous house and rent a house because it tied up too much of his income.
    2) Minister rent out his GCB to 26 ridout road at a lost after tax while renting out his previous home.
    3) Minister spent additional amount of over $400,000 on the renovation of the 26 ridout road.
    How does this make sense to his 1st point that the previous house tied up too much of his income and yet Minister would rather incur more cost?

      @@tonybllim To me the main crux of the issue is why want to rent ridout road leh. So many other property why ridout road? Plus he already has his own property which is paid for already. I feel like it should have a more clear cut finance expenditure in terms of how much he renting out his previous home less taxes and how much total maintenance + rent is included in ridout road.

    100% legal, after all, he knows the law better than 99.99999% of us. But next time citizens are told that "housing is affordable", what do you think they hear? - "Let them eat cake?" - Remember ministers, The average citizen struggles to decide between 3 or 4 BR flat, or BTO/resale... or even if they can afford to upgrade to private property "What if I lose my job"...

    You have to retire.
    It’s a matter of public perception. You lack prudence in this instance. A minister with a reasonable standard of care and duty will NOT indulge in such decision making.
    You are NOT fit to be the LAW minister.
    PLEASE RETIRE.

    Minister said because much of his savings were tied up in his family home, he wanted to sell the property hence decided to rent Ridout Road black & white. Later on in his testimony he claims that he is making a loss on the rental because of income tax on the rental property and higher property tax… my question is why he continues to rent the from SLA while renting out his GCB. Wouldn’t it make more financial sense to either move back into his GCB or to sell it?
    Something doesn’t sound right to me for the usually sharp Shanmugan. Maybe he is getting old or needs a proper financial advisor.

    Tender out the management of such property rentals to professional forms in private sector, SLA is short-changing Singapore at $20k+ for a humongous property.

    In the case of Mr Shanmugam, Mr Singh put forth several significant queries. He underscored that Mr Shanmugam had requested a list of potential rental properties from the Deputy Secretary of the Ministry of Law, which could symbolize a conflict of interest, given the property eventually rented belonged to the Singapore Land Authority (SLA), an agency under his supervision.
    Furthermore, Mr Singh highlighted that even though Mr Shanmugam recused himself from discussions concerning the property, an apparent conflict of interest continues to exist.
    Moreover, Mr Singh inquired about the context of the site visit to 26 Ridout Road. He questioned, “Was it a routine visit done by the Minister as part of his discharge of public functions or informed by a personal intention to rent the property?”
    Such unresolved queries could lead to the perception of a conflict of interest, potentially contravening clauses 3.1 and 3.2 of the Ministerial Code.

      1) cannot own or rent any properties, because all properties in Singapore, be it SLA Black and white houses, HDB or Private Residential Properties (Condo, Landed, GCB), either leasehold or freehold, are all governed by HDB, URA, BCA, SLA, and all buildings and land are subjected to LAND ACQUISITION ACT, which mostly fall under Ministry of National Development and Ministry of Law
      2) cannot have access to healthcare, because be it private GPs to Polyclinics to Hospitals both public and private, which are governed by Ministry of Health
      3) cannot have access to food, because most food staples in Singapore including rice are imported, which is governed by Singapore Food Agency
      4) cannot have access to water, beacause water in Singapore is governed by PUB aka Singapore's National Water Agency
      5) cannot have access to banking, because all banks in Singapore are governed by Monetary Authority of Singapore
      6) cannot have access to transport, because transport in Singapore is governed by LAND TRANSPORT AUTHORITY (LTA)

      A conflict of interest exist when an individual uses the resources of his/her employment entity that results in a personal benefit gained, without the approval of his/her employment entity. Well, I see no wrongdoing in the minister's actions as there was no personal benefit gained from renting the properties in this case.

    Doesn’t reflect well : Large state property at a prestigious location rented out at such a low rate compared to GCBs of similar stats to a public servant(also the SLA under his charge) is just bad optics - the man on the street takes umbrage :(

      This is not the case. At what state or condition was this property in,? There are many criteria for its rental rates.
      A four room hdb in the same block with 99 % similarity can fetch diff price!

    CODE OF CONDUCT FOR MINISTERS
    (3) Financial interests
    3.1 A Minister must scrupulously avoid any actual or "apparent conflict of interest"
    between his office and his private financial interests. Such a conflict, or a perception of
    conflict, can arise 
    (a) from the exercise of powers or influence in a way that benefits or may be seen to
    benefit private interests held; or
    (b) from using special knowledge acquired in the course of his activities as Minister
    to bring benefit or avoid loss (or could arouse reasonable suspicion of this) in
    relation to his private financial interests.
    3.2 A Minister therefore must never enter into any transactions whereby his private
    financial interest might, even conceivably, come into conflict with his public duty.

    Why didn't SLA renovate and make the bungalows more "habitable" and make them easier to rent out? Why only renovate it after the MINISTERS applied for it?
    So, when SLA left these bungalows empty, they are not making full use of the land and property to earn money that is supposed to go into Singapore's national reserves?
    Edwin Tong explained that SLA did not advertise one of the bungalows because it will "spoilt the market", and also said this will give the impression that there is an "oversupply" of these Black and White Bungalows.
    Isn't it common that HDB flats and private properties are regularly advertised by multiple agents? Why? Becos owners want to get the highest rentals and get their properties rented out ASAP. So, Edwin Tong's justification doesn't hold water. In fact, it is a downright farce!

    If you can get landed Good Class GCB for 11 cents/psf/month then the HDB should be priced at 11 cents/psf/month divided by 100 to take account for multi-floors, multi-units, Non-prime area and lesser privacy Or at 0.11 / 100 * 1000 sqft * 12 mths * 99 years = no more than $1, 306.80 for a 5 rooms HDB lease-hold apartment.

    A lack of political wisdom from our elected politicians led to this saga which wasted an unnecessary amount of public resources and time to investigate and rectify. A wise man would have known such rental of high end state properties while being a minister would attract unnecessary public scrutiny and derail national attention from
    important state affairs. We have our MPs in Parliament and citizens listen in to the reasons for the ministers' personal housing decision and a chronology of the events instead of partaking in important national matters. The PAP administration could have done much better.

      @@michaelling6352 when you lower your ethical standards of political appointees or holds an non chalent attitude, they will take it for granted and get away with what they can gain from the people, it's only human nature to want more. BTW, it's the PAP that holds themselves out with the highest level of integrity. Keeping them in line with legitimate questions serves Singaporeans in every way the same as sound economic and social policies. They set the yard stick for themselves in exchange for a mandate. Every Singaporean has a duty to hold them accountable; otherwise, don't complain if things don't go the proper way. The late LKY often said, don't take Singapore's prosperity for GRANTED, and that encompasses the integrity of our elected officials. How to have good and sound social and economic policies if the people in charge have a hidden agenda.

Nothing is private for civil servant especially B&W house is considered status and luxury living, the salary he earns are partially if not fully billed by tax payers. It is too showy as a civil servant. The pay check for Ministers are definitely too high.

    I don't even care to listen to this. Parliament isn't the right forum to discuss personal matters, whether of probate, family matters or conflict of personal interests against the state, etc. Parliament is the legislative chamber of and for the whole country. What a shameful waste of public resources! How more irrelevant can we get?

      Total bull and crap. At the end of 2020, Covid 1st yr rental was up 10 to 15% and by mid 2021 to end 2021 at least 25%. Take a conservative 20% thru 2020 and 2021 for a GCBs of over $25k , the min is at least $5k increase. By 2022 the rental increase was way over 30 to 50%! Some even 70%!
      You don't call this preferential treatment then what?
      Even the guide price from SLA was low balled for these two.

    Wait...finance thing does not make sense. He said he wanted to lower his cost burden so he put up his GCB for sale/lease. That makes sense. After that he said he is in deficit after renting BW from SLA while leasing his GCB. So....he is spending more now than he did before. That is the opposite of what he intended to do and not the right decision financially.

    The way to ensure no conflict of interest is easy and straightforward.
    SLA should just change policy and not allow public servants to rent public properties. That should remove any possibilities of such issues arising in future.

    As a comparison , It is so much Cheaper than Office Space Rental Rate at the Prime Landed Area. The Question is How did he managed to Extend the lease without a Re-Tender? Many Singaporeans could have rented the space as Office space since it is so much cheaper at $26,500 per month for 249,335 sqft with swimming pool and "Class". According to a recent listing on PropertyGuru, one estate at Ridout Road with a land size of 8,758 sqft was advertised at S$65,000 a month.
    How would common Singaporeans ascribe such "treatment" if it is not "preferential treatment"? Or how would you?
    Do you know why I said Mandate is Unwise?

    5:04 Hmm, why would someone put up his/her house for rental if he/she has the idea to sell? The reason given was that since he wasn’t sure whether to sell his house or not, he therefore rented it out while he was still making the decision, but, if he truly has yet to make the decision to sell, then why can’t he just continue to stay in his own house? Why the need to rent the b&w while he was just considering a sale of his own house? Can someone help me logic this out.
    For an instance, say if I have the intention to sell my car, but I have yet to come to a decision, why would my actions be to go rent another car and then rent out my own car, while I contemplate on the decision to sell my car?
    Moreover, why rent out the house while there’s an intention to sell? Once I rent out my house, I’d lose the flexibility to sell it at my own timeframe, I’d be stuck with the house until the rental lease expires, which seems too counterintuitive for someone who claims to have the intention to sell, isn’t it? Shouldn’t one just leave a house empty if you have the intention to sell, such that one can act upon it immediately as soon as the decision to sell is made?

      Most times, when you sell with tenancy, it is easier to sell, and you can command more on the sale price than a vacant unit.
      Sometimes, you may take a long while before you find a suitable buyer. So why not earn rent during that time, instead of leaving it empty ?

      @@travelocities that’s true to a certain extent, especially for commercial real estate in Singapore, as for residential, it may not be “most times”, sometimes renting it out may work against the seller if the buyer wants it for own stay. However, the point here for the ministers is that now we can’t be for certain their intention to sell or they meant it to be an arbitrage opportunity, taking advantage of privilege information while in position. And we wouldn’t want our country’s decision makers to be involved in unclear businesses, do we?

    Like LKY Oxley house is shared amongst SGreans, these Colonial GCB Bungalows are best refurbished & open to SG Public like clubhouses, luxury vintage hotels etc etc etc similar to partial commercialization of UK Crown Estate

    he mentioned previously that singapore hasnt done much in dealing with racial issues. so is his palace a sign of chinese privilege ? the cpib is under his watch as the law minister. so what investigation can the department under him charge their boss for?

    Why both have rent the house provided by SLA when they have their own house to stay. Is their own house vacant or rented out for extra income.

    We all know very well that politicians are often criticised for extravagant lifestyles, Minister Vivian Balakrishnan and Minister K Shanmugam should be more sensitive about this. Whether or not legal procedure was followed is not the issue. Living in a colossal excessive property when ordinary Singaporeans are struggling is the issue. Lastly, whether you are PAP supporter or not, I think Singaporeans should outright and fundamentally reject the proposition of having a "Review" conducted by Shanmugam's own colleagues.
