  • Singapore Foreign Affairs Minister Vivian Balakrishnan on Monday (Jul 3) told parliament he rented the state property at 31 Ridout Road because he and his wife wanted to bring their extended family together under one roof while their grandchildren were still young.

      Yes, because in this instance, VB isn't guilty of wrongdoing. He is giving a summary account of his actions from why they rented and what took place in order to rent it.
      If the same thing happened to an opposition party, he/she would be given that same chance to present before Parliament, because this isn't a case of cross-examination of actual or alleged misconduct

    Build more jumbo HDB flats so that multi generational families can stay together. We need this badly in Singapore. Having more than 2 kids per family is very hard already in a shoebox flat, let alone having grandma around

    Why bother to explain? We are not interested on why you rented the place. The issue here are to ensure there is no conflict of interest, and preferential treatment, besides other criminal investigations. We, Singaporeans are more interested whether any breach of Code of Conduct.

    Some questions:
    1. Why he still wanting to rent the house given that it was in such a state of disrepair, leaking roof, infested with termites and snakes? Hearing it already scaring people off but they didn't mind paying $200k to renovate it, this is very puzzling.....
    2. Any people with common sense would check the surrounding rents and previous rental amounts for the property before renting, it's rather shocking that they didn't do this check

    Curious to know about the following: 1. How many B&W bunglows have undergone renovation works at the request of an incoming tenant - if this was not standard practice, it may explain why the property was vacant since 2013; 2. Why was the rental agreement signed under his wife's name - typically a landlord would want to ensure that a tenant has the financial means to pay the rental - VB has the means but does his wife? If she did not have the means, then was this a relaxation of leasing underwriting standards?

      PAP is tight with money and shrewd in their investment portfolio. They always believe these bungalows are a sore reminder of our colonial legacy and wish to demolish them as the land is worth more than the value of these homes with no modern plumbing and sanitation.
      Leaving it unoccupied can result in rot ie termites infestation as these buildings have a timber roof and floors . An errant landlord and trustee is our SLA and u can see in their early attempts in HDB flats ie small narrow corridors and floors with no lifts as well as squatting toilets and exposed sewage drainpipes.
      I am ashamed of my government and their plans to create a dual class of citizens .

    (3) Financial interests
    3.1 A Minister must scrupulously avoid any actual or "apparent conflict of interest"
    between his office and his private financial interests. Such a conflict, or a perception of
    conflict, can arise 
    (a) from the exercise of powers or influence in a way that benefits or may be seen to
    benefit private interests held; or
    (b) from using special knowledge acquired in the course of his activities as Minister
    to bring benefit or avoid loss (or could arouse reasonable suspicion of this) in
    relation to his private financial interests.
    3.2 A Minister therefore must never enter into any transactions whereby his private
    financial interest might, even conceivably, come into conflict with his public duty.

    We all know very well that politicians are often criticised for extravagant lifestyles, Minister Vivian Balakrishnan and Minister K Shanmugam should be more sensitive about this. Whether or not legal procedure was followed is not the issue. Living in a colossal excessive property when ordinary Singaporeans are struggling is the issue. Lastly, whether you are PAP supporter or not, I think Singaporeans should outright and fundamentally reject the proposition of having a "Review" conducted by Shanmugam's own colleagues.

    If you can get landed Good Class GCB for 11 cents/psf/month then the HDB should be priced at 11 cents/psf/month divided by 100 to take account for multi-floors, multi-units, Non-prime area and lesser privacy Or at 0.11 / 100 * 1000 sqft * 12 mths * 99 years = no more than $1, 306.80 for a 5 rooms HDB lease-hold apartment.

      I will like tenants like him, who help landlords to upkeep and renovate the place. Tenants don’t benefit if it’s out of their own pocket , landlords will benefit. But are there tenants like them? yes , a lot. Since they can afford $20k a month. But most will want to negotiate for longer tenancy, so that the renovation cost can be well amortised over the rental period.

    There is a ruler in everyone heart, that is why a CEO in Kidney Foundation fixing a 18k gold tap, a monk owning a horse, etc are not acceptable. Likewise, be it through right channel or not, renting a status and luxury coloniel house by a minister is not agreeable especially by tax payers. If most PAP members including PM cannot see the problems in this case, their rulers in their heart are misaligned.

    why is he giving a site report instead? nowadays to rent a 3-room HDB (67 sqm) can go up to $3,500 so renting a B&W at $20,000 is about only 7 units 3-room HDB (about 500 sqm only).

    I do not doubt the minister's explanation of using the property, to bring his extended family together. However there could be another unsaid reason: arbitrage. He can rent low, and rent his other property at even higher price. Also he and his family can then invest and flip other properties without being hit by ABSD. Smart! Question is whether he would have had access to Ridout at this rental price and same T&Cs, and thus be able to do this, if he was just a "commoner" ? 🤔

      There will be lot of hidden cost such let fixing a roof that may easily cost $60k and above, quarterly pest controller at $700…. With such bad conditions to stay in B&W colonial, to live a life with so much uncertainty when things can breakdown easily …. I will not consider to pay for it. Being private house tenants, they are responsible to pay up to $200 per item and the balance by the landlords. I will not want to pay to upgrade for my landlord asset.

      1. The short answer is there is someone stopping you.
      2. What you say is very easy for a minister to do but very difficult if not impossible for a HDB flat owner to do because of income requirements for renting such properties.
      2. The tenant's average monthly income must be at least three times the offered rent.
      3. So if the rental is 26k/mth, the tenant's income must be at least 78k/mth.
      4. The average or even the top end HDB flat owner is not likely to be earning 78k/mth income, and therefore they cannot qualify to rent.
      5. And please don't make ridiculous suggestions about pooling income of 10 people from 5 families, if this has to be proposed it simply says they cannot afford it, and the govt officials are not fools, they will not approve it.

      Well if they really decided to have his big extended family to live together in one roof.
      No matter what cost also don’t really matter you save up and then commit to pay.
      Its the same logic as 99-year lease and you still want to fully renovate your house knowingly you cannot recover the funds and at some point the building will get demolished.

    Wow....justification and explanation from ministers. I clearly remember the reason given for ministers' high salaries is to prevent "corruption". I hope the exorbitant, obnoxious pay packet is attractive enough for no PAP minister to be caught in any wrong doing. I only implore with the sitting government for the good things you are doing, be magnanimous with the opposition and do not hound the opposition voraciously as an immature horde for the slightest mistake or any action that they genuinely overlook . Do not be harshly judgemental and viciously critical over the mistake/s of others and put yourselves on a high pedestal of great morals. Remember you are human capable of making mistakes too. Be forgiving rather than hunting hounds so that when you step out of boundary we can "empathise" with you. As citizens we can see the game play, as a human we have empathy too and we do not proclaim it like a minister justifying his action with self proclamation. It would be great if members of the majority party can be humane, kind and forgiving in words and actions and not to be so arrogant and proud to think that you are above others who oppose your policies. Be generous and inclusive. Stop the horde-hounding of the opposition. Surely you can be worth the salaries you are drawing by showing your empathy without proclamation. Let the citizens and common folks like us to be the judge, though we are no tink tanks like the ministers but we are empathetic too. Transparency, non biasness and absence of double standards should be the rule of the day when your members step out of boundary just as you loudly call for those opposing your party to upkeep.

      Its repair costing $500k not renovation cost. Only repairing original fixtures, no upgrades/ renovations. Of course repair will be the same, but after vacant for 5 years, it will be worse and building cost has inflated after covid. Repairs are basic so that it’s liveable , that’s why they need to meet the guide rent so that they can recover the repairs cost over 2-3years. They will not cover renovations or upgrades, tenants will bear the cost. That’s the norm in the market. They will check the financial background of prospective tenants to make sure they can afford the rent for minimum lease of 3 years or if they exit early they can afford to pay the penalty fee, which may be a percentage of the remaining lease. Lease contract will contain clauses that the tenants remove upgrades and make good all fixtures at tenants cost upon termination.

      You rent a house with walls, roof , toilets , windows , lights , electricity, water supply , water heaters, air con , ceiling fan , marble Flooring , parquet flooring , who should fix if these are damaged before you begin your lease ? Or course landlord should fix.
      Then tenant say , he need a build In wardrobe or walk in wardrobe, he don’t like the old squatting toilet but sitting 🚽 toilet . He don’t like the kitchen stove , he like induction stove. He want black walls instead of white walls. Who should pay for such “renovations/ upgrades “? Of course tenants pay.
      The next tenants may not like what the previous tenants have upgraded, so need to add a clauses asking tenant to re-instate back original condition when they end their lease.

    For multigenerational families to live together certainly requires more space. Mr VB earns a very high income and should upsize to a bigger home, especially when the rent is so affordable.
    Mr KS lamented that his income changed after becoming minister. As he is planning on retiring, renting a big house with an even bigger land area is implausible.
    The two ministers should swap houses. Problem solved.

      To extend the homes need minimum 3 yrs for approval and building and very expensive need a few millions, and still need to rent a place while the place is being built. Why not just rent , renovate with half a million and move in quickly.
      And their current homes may not have enough land area.

    5:31 .. this is a big house, a huge house in fact .. and it requires only $200k to repair it ? the roof, the see through hole in the floor, the rotting staircases, the toilets ? amazingly cheap contractor, should recommend to everyone .. because i often see people renovating their 5 room hdb flats needs almost the same amount already

      500k to repair by landlord , 200k renovations/ upgrades by tenants, its a huge property, so expected

Just watch till the part where he said asked the agent to repair, they refuse, and he has to pay for the repair which is $200k, which is very cheap, and stopped watching, too boring to watch.. but if you said there is another $500k then it figures..

    *Not really making sense here cos if he intends to be futuristically thinking about his family nucleus expansion then he should consider a GCB which is highly modernised and not that historical run down Collonial House that was built pre war era also its surroundings so very kampong and eerie so the reasonings are so lame*
