Now it's been 1 or 2 years and you might have come to know why by now but in case anybody else asks the same question: It's basically because cutting content from a game requires a lot of adjusting regarding the code. Since the content is very unlikely to occupy the system memory at any time, it won't affect the game's performance thus just leaving it be means less work than forcefully removing it from the space.
