the all foods factory has a crazy amount of variability in how it can play out, something you find less and less of as the game progresses. People have found secret passages in Konpeki that are unfinished and dead ends, suggesting there was to be an alternative path through it. When you go to Jigjig street you can scan some of the prostitutes and see data readouts saying they're sick and have old cybernetics and one scan prompts Johnny to appear and say she has cybernetics older than he is and when you get to Fingers clinic you can find some addicts in back rooms who you can ask about Fingers location, suggesting maybe there was to be an alternative way to find Fingers without Woodman or Judy telling you his location.
It absolutely is the case. Cyberpunk 2077 is gonna be this decade's New Vegas: we're always gonna wonder "what if they had been able to finish it properly?". So much wasted potential that we'll never see, because of greedy publishers forcing overworked devs to release an unfinished game to hit some bullshit arbitrary release date for the sake of investors.
