If you can’t take it off, tip the outboard up into full lock position. So your working over the floor of the boat not the water. Wind up fishing for parts/tools in the water

you did not clean the pilot jet for idling ie the jet you thought was capped off. also the plunger squirts fuel directly in for hard throttling

The part your u did not know was/is the plunger, works with the choke.

My carb is leaking from that plunger, the diaphragm inside seems quite stiff/dry... Do I need a rebuild kit?

My carb was not accepting gas and ejecting it out the side when id squeeze the primer bulb. Engine wouldn’t start or run. Followed the video along step by step and now I have a working Merc again! Thanks!
