Both. (I have two of them, BTW.) The legs can lock into place, but a pump button on the back simulates a walking motion. It's rather difficult to get them to stand up on their own because the delicate legs have been slightly bent from storage. There is a button That was the re-released electronic AT-AT from 1997 made from the vintage mold. (It has lights and authentic sounds/dialogue from the movie.) A more deluxe and to-scale version of the AT-AT was released years later.

Cool! I never found one in my price range. I made something like it years ago, out of cardboard. It came apart about a year or so later.
Does the scout walker have moveable legs or are they fixed in place? LOVE the ATAT!
