Is the purpose of the sanding to scuff the paint so the primer adheres better, or are you trying to reach bare metal/smooth the surface before painting?
Where the paint is good it's to scuff the paint to give a good surface for the primer to bond to, other areas it's to take surface imperfection like micro blistering, scratches or stone chips out.
If your referring to what grit sand paper, we used 320 as we are going to be priming the whole car, if there were areas that didn't need primer it would have been 500 grit :)

It's masking tape and usually takes about two rolls.

Make everything 180 grit
