I don't see the point in changing the back unless you want top speed. The front going down to 14t is the same as changing the back sprocket 3 teeth (give or take) so with a 38 rear, you've effectively only changed it 1 tooth and should have just gotten a 35 rear if that's what you're aiming for. So final answer, don't change the rear. Hope this helps!

Yes just - 1 in the front and it's much more peppy but the limited top speed is getting to be annoying with the roads around here that I ride. Town is MUCH better now, though.

Does it make a big difference in wheeling? And another question is do you have to adjust the chain even tho you only changed the front sprocket?
Yes and yes. With the clutch springs and sprocket it comes up a lot easier
