How do you think tea came to the British Empire? You can have a billion slaves but without the proper amount of corru... influence, you're not getting very far. There's no limit to how many lords you can have, therefore infinite, the only problem is you can't get ravenous expansion maxed until I thiiiink lord level 13 so it takes more work than just popping out a hero.

One of the DLC lizardmen factions can. They can do it with a follower that reduces upkeep by 20% for all units in a army, they also can get a follower that reduces cost to build to free if you get enough (all provinces).
Dwarfs can make construction free, and i believe vampires have a trait that either makes construction cheaper, or improves income. Norsca goes full-on cost reduction
Wait how do you get high level agents on recruit? You can recruit Handmaiden at lv 13 and Nobels at lv 33. Which building, tech, or effect allows this? I can at best get lv5 handmaidens on recruit. I know there is a 40 influence trait for Nobel that boosts nobel recruit rank but I don't know if Handmaiden has one too
Noble empire battle wizards, and theres one for vampires too, can do the (slightly worse) same thing as the HE and dont require influence. Vampire necro cap comes from growth buildings which you want everywhere for a long time anyway. With skelle spam you can take and hold large batch of land really quickly and get the necro farm rolling probably the fastest. Empire can get noble trait on every single non legendary lord or hero on the list.
Queek can recruit warlords at level 13 after he controls Karaz-a-Karak easily with only a couple buildings that increase lord recruit rank. It really makes his campaign in Mortal Empires way easier than any other skaven since you just vomit armies after that point.
W-wait, didn't the dark elves have followers with similar abilities to the trait entrepreneur? Such as high elf slave, overseer or slaver that increase building income? Those can stack too, and it can be really profitable when put with the assassin hero when spamming it too.
Like spiff would spend the time to get the dozens of money cheese lords needed for that when he can just pick the easier option and not have to spend 40 hours learning how the game works to get it. Plus like he'd pass up on the option of not using slaves with his theme :v
You need to have them upgraded ( the elven court at least) because if you don’t upgrade it you will only unlock recruitment of the hero and not increased capacity. I think the same goes for the wizard tower. I think the upgrade can only be done in major settlements as well.

How did you go to increase the Hero limit to 100? I built the Elven Court and the Wizard tower, but the limit is still 2/2.
