How to adjust Toyota 2E valve clearance

How to properly adjust the valve clearance on your Toyota 2E engine. This will help keep your engine running smooth and quiet. This procedure also applies to most other engines running adjustable rockers/lifters. Toyota recommend this adjustment is done every 20,000km.
