    Tails' world is a perpetually half-rendered nightmare where nothing he sees is true, all physical forms are a lie and the laws of physics take time off randomly.

      That honestly describes a lot of Sonic games.

      But that is only true, if he is alone. If his friend Sonic is close, then all is fine for him. Maybe Tail's world revolves about Sonic instead about Tails. And his friend Sonic is always on the move, Tails has a hard time keeping up. Maybe Sonic is even trying to get away from him, or at least makes it hard. Yet tails always comes back to him, and is willing to help. Quite profound.

      @@magnum3.14 Not “Tail’s world”, he is not called “Tail”. He is called “Tails”, so the correct form will be “Tails’ world”.

    This would be allot better if the cam hack just stayed centered on tails instead of jumping between normal screen position and hacked position.

    Tails does well in overcoming the Death Barrier in Angel Island Act 2 to get those Rings.

    Tails is so much more involved than I realized and I thought I was paying pretty good attention to that. Wow!
    Why can Tails sometimes collect rings, and sometimes not? Does the cam hack show them in a not-fully-loaded state?

      I was wondering this. I know that the sonic engines throughout this period only do collision detection for objects onscreen - which is why boundary escapes throughout this video work at all - so it's possible the definition of "onscreen" is "whatever the game has fully loaded" and the camhack is showing all objects regardless of this state.
      All conjecture of course.

      Quite simply, object collision checks are only performed if the objects in question are present on screen. It would be complicated for the game to do otherwise, even knowing that they can unload themselves if left too far away.

      TL,DR: rings are there, as long as Sonic is on same x-ccordinate.
      So after looking at the Atlas encode, and based on what I have read about the game's code (I dislike saying engine in this case):
      As the other comments have said, most objects are only handled while in camera, which is always on Sonic. In fact those object are coded to unload while not on camera. But rings, and for example some bosses, don't behave that way. They stay active, when loaded.
      Loading is not based on the screen, but x-position, horizontally. Objects below and above Sonic are also loaded. Most of them immedaatly despawn, because they are not on the screen. But not rings, so tails can collect them. But that means that Sonic must be vertically above or below them.
      If you look at the Atlas encode, when Tails zips to Knuckles lower path in (apparent) Act 2 of Angel Island to collect Rings in areas Sonic can't reach, Sonic stays more or less directly above Tails and Tails can collect the Rings, or at least some, before the game force-teleports him back to Sonic.
      In Ice Cap Act 1 Tails can't collect the Rings in Knuckles area at first, until Sonic joins him, because Sonic is too far to the left. But later in Act 2, at 33:20 , Tails is ahead in some loops under Sonic, and has no trouble collecting Rings even though he is off screen. And then immedeatly after that he can and can't collect Rings in the vertical shaft before the boss, based on Sonic's position, even though Tails is off-camera most of the time.
      The game loads objects from left to right, but does not care about their altitude (y-position) at that point.

    Also Damn, Tails can see phase through collision detection, no wonder Sonic still lets Tails Tag alongside him.

    Surely there's a quicker way to get all of the rings in Knuckles's section, of AI1 no?

      for some reason when you manage to get into Knuckles' path as Sonic the game just kills you. i'm not sure if it's like that for the entire path or just on the entrance

      It's just the entrance, but Sonic's AIZ2 has a different screen barrier(bottom of screen)than Knuckles. Check out A + Start's Sonic 3 and Knuckles Part 1 video for more info.
